The report of the 20th Party Congress proposed that we should adhere to the theme of "promoting high-quality development" and "high-quality development is the primary task of building a modern socialist country".This has pointed out the direction for the modernisation of the fisheries industry.Accelerating the high-quality development of fisheries is an important task for fisheries work in the coming period.Based on the analysis of the current situation and constraints facing the development of fisheries in Liaoning Province,this thesis puts forward the ideas and principles that should be adhered to for the high-quality development of fisheries.The report of the 20th CPC National Congress has made "accelerating the construction of a new development pattern and making efforts to promote high-quality development" and the harmonious coexistence of human beings and nature and the construction of a beautiful China as the basic strategies for adhering to and developing socialism with Chinese characteristics,and further clarified the phased arrangement of the "two hundred years".To achieve high-quality development is an inevitable requirement to maintain sustainable and healthy economic and social development,and an inevitable requirement to adapt to the changes in the main contradictions of our society and to build a modern socialist country in a comprehensive manner.For the fisheries industry,it is to speed up the construction of modern fisheries,and to achieve the ambitious goal of modernizing the fisheries industry and strengthening the fisheries industry in the "two hundred years".With the increasing rise of the concept of green development,the high-quality green development of fisheries has become an important path to explore the transformation and upgrading of fisheries and promote the sustainable development of marine fisheries.In recent years,Liaoning Province has implemented the work plan on accelerating the transformation and restructuring of fisheries,adjusting and optimizing the industrial structure,vigorously promoting new species,new technologies and new models,and carrying out environmental management of fisheries waters to promote the efficiency of fisheries,the income of fishermen and green development.In the fishery economic output value,farming is the main focus,supplemented by fishing.The green fishery economy is running steadily,however,the current high quality development of fishery is still facing some outstanding problems and difficulties.As a strong province in fisheries economic development,Liaoning Province should accelerate the cultivation and development of new green economy,enhance the scientific and technological innovation support capacity for marine economic development,strengthen the research,development and application of core technologies,and create a green ocean.Optimise and upgrade the traditional marine industries and comprehensively build a modern fishery industry system to enable a comprehensive transformation to a green economy development approach.The development of new industries in the fisheries industry as well as the transformation and upgrading of traditional fisheries industries are of strong practical significance in enhancing the economic development and competitiveness of Liaoning Province.The thesis is based on the definition of the concept and theoretical basis of the quality development of fisheries in Liaoning Province,the entropy value method is used to measure the data of the quality development index system of fisheries in Liaoning Province from 2016 to 2020,and the analysis is focused on the development of fisheries in Liaoning Province and the existing problems.It is found that there are still problems related to the high-quality development of fisheries in Liaoning Province,such as insufficient investment in fisheries economy and scientific research,inadequate fisheries management system,excessive exploitation of fisheries resources,inadequate industrial structure and inadequate infrastructure.On this basis,countermeasures related to the high-quality development of fisheries in Liaoning Province are proposed to promote the adjustment and optimisation of the fisheries industry in Liaoning Province,and to provide a useful supplement to the high-quality research on fisheries in Liaoning Province while sustaining the healthy development of the fisheries economy.The innovation in the article is to construct an indicator system for the high-quality development of Liaoning’s fishery industry and,based on the theoretical analysis,to propose measures to solve the relevant problems,which are more relevant and operable.It is expected to provide reference and help in solving the problems of high-quality development of fisheries in Liaoning Province.
