Research On The Problems And Countermeasures Of High Quality Development Of Liaoning Marine Fisheries

Since the reform and opening up,China’s marine fisheries have developed rapidly,with the output and consumption scale of aquatic products ranking first in the world for many consecutive years.The continuous improvement of China’s marine fishery production capacity and rapid expansion of development scale not only promote the modernization of China’s large-scale agricultural system,but also drive the development of other related industries.Liaoning is an important marine fishery production base in China.With the progress of science and technology and the improvement of fishery modernization level,Liaoning’s marine fishery has also achieved significant development.However,the healthy development of Liaoning’s marine fisheries still faces problems such as marine environmental pollution,depletion of marine biological resources,slow upgrading of industrial structure,and low level of fishery rule of law.The 19 th National Congress of the Communist Party of China proposed new requirements for high-quality development of China’s economy,and as an important component of China’s national economy,the high-quality development of marine fisheries is an important force in promoting high-quality development of China’s economy.Under the development requirements of top-level design,it is necessary to fully understand the current status of high-quality development of Liaoning’s marine fisheries,analyze the problems existing in the high-quality development of Liaoning’s marine fisheries,and then propose strategies to promote its high-quality development.Based on the requirement of high-quality economic development,first,Chapter 1 is the introduction,which clarifies the research background and significance,domestic and foreign research status,as well as research contents and methods;Secondly,based on the literature research and relevant data collection,the article is divided into four parts to study the high-quality development of marine fisheries in Liaoning province,Chapter 2 elaborates on the general theory of high-quality development of marine fisheries;Chapter 3 discusses the development trend of Liaoning’s marine fisheries,and conducts a preliminary analysis of five indicators: marine fishery output,aquaculture area in Liaoning Province,total economic output value of Liaoning’s marine fisheries,per capita annual income of Liaoning fishermen,and year-end fishing vessel ownership in Liaoning Province.Through the change trend of these indicator data,the current situation of Liaoning’s marine fisheries development is analyzed,And use the "SWOT analysis method" to analyze the advantages and disadvantages of high-quality development of marine fisheries in Liaoning;Through the analysis of the current situation of high-quality development of Liaoning’s marine fisheries in Chapter 3,Chapter 4 mainly puts forward the problems that restrict the development of marine fisheries in Liaoning province in view of the requirements of high-quality development,these problems include the lag of fishery laws and regulations and the regulation of fishing vessels,the decline of marine fishery resources and the pollution of marine fishery ecological environment,the problems of the industrial structure of Marine Fisheries and the development of fishery facilities and equipment,as well as the lack of scientific and technological support for fisheries and the lack of scientific and technological personnel in fisheries.Chapter 5 proposes natural and social strategies to address the practical problems in the high-quality development of Liaoning’s marine fisheries.In terms of society,a sound legal system for marine fisheries should be established,corresponding regulatory systems should be provided,the marine fishery industry chain should be improved,the industrial structure should be transformed,and the level of fishery technology should be improved;In terms of nature,it is necessary to protect and improve the existing marine ecological environment and prevent and control marine pollution;To safeguard the development of marine fisheries in Liaoning.Finally,Chapter 6 is the conclusion and outlook of the entire text.Through the theory,analysis,countermeasures,and summary of the previous chapters,it is concluded that in order to achieve high-quality development of Liaoning’s marine fisheries,efforts should be made to move towards modernization,attach importance to industrial innovation,and at the same time,pay attention to protecting the marine ecological environment.
