The report of the 19 th National Congress of the Communist Party of China pointed out that China’s economy should be transformed from a high-speed growth stage to a high-quality development stage,so as to realize quality change,efficiency change and dynamic change,and improve the productivity of all factors.As the foundation of our country,agriculture is the foundation of the stable operation of our economy and the ballast of our economy.Under the new situation,the high-quality development of agriculture is the foundation of the high-quality development of China’s economy.We should adhere to the road of promoting agriculture by quality and green,and constantly improve the agricultural innovation,competitiveness and the productivity of all factors.The growth of agricultural green TFP is the growth of TFP under the constraints of natural resources and ecological environment.It transforms the agricultural development model through innovation drive to realize the common improvement of economic and ecological environmental benefits,and is the core of high-quality agricultural development.The Yangtze River economic belt,which spans three regions of China,is the main grain producing area and the demonstration area of ecological civilization.It is of great significance to study the growth of agricultural green total factor productivity,to explore the way of agricultural green development and coordinated development in China.Therefore,based on the analysis of the dynamic mechanism of agricultural green TFP to promote high-quality development,combined with SBM model and GML index,the paper calculates the agricultural green TFP in 9 provinces and 2 cities of Yangtze River economic belt,and analyzes its convergence.Then,the BMA model is used to screen the factors influencing the agricultural green total factor productivity of the Yangtze River economic belt,and analyze the breakthrough point of high-quality agricultural development in the Yangtze River economic belt.The main conclusions of this paper are as follows:(1)overall,from2000 to 2017,the agricultural green TFP of the Yangtze River economic belt is on the rise,and the overall level is low,but better than that of the whole country.(2)The growth of agricultural TFP depends on the progress of agricultural technology,and the change of technical efficiency inhibits the growth of agricultural TFP.(3)The growth of agricultural green TFP in the upper,middle and lower reaches of the Yangtze River economic belt shows obvious regional differences,among which the overall level of the lower reaches is the highest,and the middle reaches are the second.(4)The polarization of inter provincial growth rate is obvious,with Shanghai,Hubei and Sichuan growing relatively fast,while Yunnan,Jiangxi and Chongqing growing slowly.(5)There is no absolute convergence of agricultural green TFP in the Yangtze River economic belt,but there is conditional convergence.(6)The increase value of agricultural GDP,the lag of agricultural R & D funds,capital density,the level of financial expenditure lag for the first period and the marketization have a significant positive impact on the growth of agricultural TFP.The proportion of the added value of the second and third production in the total regional product has a significant hindrance to the agricultural TFP,and the other variables are insufficient to explain.Based on the above empirical results and research conclusions,this paper puts forward the following policy recommendations:(1)promote agricultural science and technology innovation and application.(2)We will increase financial support for agriculture.(3)Promote the establishment of agricultural market mechanism.(4)Promote the integration and development of rural industries(5)establish regional cooperation and exchange mechanism.
