Research On Government Supervision Of General Aviation Flight Safety In East China

General aviation flight safety is a major problem in reality.The central research issue of this paper is to summarize the main characteristics of the general aviation industry,analyze the current situation and experience of general aviation safety supervision by local governments in eastern China,and discuss the problems and causes of general aviation safety supervision in local governments in eastern China to construct and improve the rationalized measures and suggestions for the general government aviation safety supervision.The paper takes the eastern China regional government’s research on general aviation safety supervision as the research object,and uses theses three research methods: literature analysis,case method and field investigation.According to the main issues in this study,the author reviewed the literature research data on general aviation and aviation safety supervision,collated the core viewpoints of relevant research and drew opinions and ideas that were valuable for the study,which laid a theoretical foundation for this study.At the same time,the paper obtained primary data by interviewing the functional departments of the local governments in eastern China,general aviation operating companies,and related general aviation departments or staff,providing solid empirical research data for this paper.This thesis points out the problems and causes of government supervision in flight safety in eastern China after analyzing the typical cases.The main problems are low-level flight efficiency,unclear responsibilities for supervision and division of labor,frequent occurrence of “black flight”,lagging in safety information management,mismatch between the supervision methods and the current status of the industry and problems with regulatory blind spots.The main reasons for these existing problems are the slow progress of the low-altitude airspace opening,the insufficient management system,the lack of special safety information management systems and technical means for general aviation and the low efficiency of general aviation flight safety supervision.Based on the comprehensive analysis and reference of the safety supervision experience of the United States and European aviation powers,this paper puts forward some countermeasures to improve the government’s supervision on the general aviation flight safety.The first is to build a low-altitude airspace management system that meets the characteristics of general aviation;the second is to improve the safety information management system whose specific methods include establishing an accident database,sharing safety management information and developing third-party safety supervision forces;the last one is to build a government safety supervision method that has the characteristics of general aviation industry.The specific method is to clarify the main body of supervision,clarify responsibilities,coordinate supervision,supervise the government to strengthen training of general aviation safety management personnel,introduce economic performance supervision measures and strengthen the technical and regulatory effectiveness of general aviation professionals via adopting a full-range,continuous supervision and management approach.
