Research On Government Supervision Of General Aviation Safety In Southwest Chin

The issue of security in general aviation is a real,important and persistent problem.This paper’s topic research questions are: summarizing general aviation sector’s main characteristics;analyzing local authorities’ current situation and experience in the South West region with regard to general aviation regulation,to explore the problems and causes of local governments in the southwest region in general aviation safety regulation,and to construct and study rationalised countermeasures and suggestions for local governments in the southwest region to develop government regulation of general aviation safety.The paper uses three research methods: literature review,survey research and case analysis method,and takes the government’s supervision of general aviation safety in the southwest region as the research object.The theoretical foundation for the research is laid by reviewing the literature on general aviation and safety regulation and sorting out the core ideas of the relevant studies according to the main issues of the research,so as to draw out valuable ideas and thoughts that can be of guidance to the research.The thesis also obtains detailed data and provides solid empirical research materials for the thesis by interviewing and surveying local government functionaries,general aviation operating enterprises,departmental management or relevant general aviation supervision staff in the southwest region.Extensive research and analysis has revealed a number of problems with government regulation of aviation safety in the Southwest region.The main problems are complex low-altitude airspace approval process and insufficient supply of regulations and systems,delays in general aviation safety information management,and regulatory approaches that are out of step with actual developments.The main causes of these problems are the slow opening of low-level airspace,the lack of a robust general aviation management system,the lack of a dedicated general aviation information and technical resource management system,and the lack of government oversight of general aviation safety.Based on an in-depth analysis and the experience of safety regulation in the U.S.,Japan,and Canada,this essay proposes inspirations to improve government regulation of general aviation safety.The first step is to establish an external safety oversight body,the second is to strengthen staff training and development,the third is to innovate the airspace management mode;and the fourth is to build data collaboration.Specific measures include establishing a low-level airspace management system that takes into account the characteristics of general aviation,improving safety information management systems and management tools,and establishing a national industry safety oversight method that takes into account the characteristics of general aviation.
