General Secretary Xi Jinping pointed out in the 19 th National Congress report that socialism with Chinese characteristics has entered a new era.After a series of exploration and progress in the early stage,China’s rural public service system has achieved some success in China’s new era,but there are still some problems,such as shortage of talents in cultural services and low level of socialization.Therefore,the research on the current situation and Countermeasures of rural public cultural service system construction in the new era is not only conducive to providing good cultural psychological conditions for the stable development of rural society at this stage,but also highlights the civic cultural value of humanitarianism.Therefore,the research on the construction of cultural service in the new era has certain practical significance and era value.Based on this,this thesis takes the new era of socialism with Chinese characteristics as the background,takes Y town,Binhai New Area,Tianjin as the research object,makes a comprehensive and systematic study on the construction of public cultural service system in this typical agricultural township,and uses the methods of literature research,and investigation to study the current situation of rural public cultural service system construction in Y town of Binhai New Area Based on the successful experience of public cultural construction services such as Xihaian New Area in Shandong Qingdao and Gu Yanhua Township in Zhejiang Province,this thesis analyzes in detail the problems existing in the construction of rural public cultural service system in Y Town,including insufficient facilities construction,low utilization rate,service efficiency cannot meet the actual needs,the level of scientific and technological construction is insufficient,low level of socialization and shortage of public service guarantee.This thesis puts forward the reasonable countermeasures and suggestions for the construction of rural public cultural services in the new era in Y town from several aspects,such as taking the government as the leading factor,increasing capital investment,promoting the socialized construction of modern public cultural services,improving the supply quality of cultural services,strengthening talent construction and improving infrastructure in the new era.Try to answer from theory and practice how to solve the difficulties and deficiencies in the construction of rural public cultural service system under the existing conditions,how to promote and build a rural public cultural service system suitable for the construction of advanced socialist culture as soon as possible,so that this public cultural service system can adapt to the particularity of the region and meet the needs of different people’s cultural life.We should give full play to its due role in the construction of socialist advanced culture.
