Districtgovernment established farming office, invested on education, health, culture, city infrastructure andother areas of people’s living condition, narrowed the gap in the environment, regional services quicklybetween the new and old areas, speeded up the process of the urbanization in the east area greatly.The cultural state in combination of urban and rural area has effect on inherit and medium. The aimof this essay is to make a positive role and strengthen the effectiveness.This essay uses the methods of investigation, information retrieval, comparison, comparing thecombination of urban and rural area culture service present situation, finding out the different regionalcultural construction characteristic, analysing the practice and predicting tendency, enriching thecultural influence and the theoretical model between different areas of interaction and the commondevelopment, promoted cultural integration.The results show that the gap in the cultural infrastructure construction between the old and thenew in Shenhe District, the new unbalance in resources distribution. A combination of urban and ruralarea in the process of urbanization retains a rural culture more or less, but has the dissolution potentialand developmental opportunities.Conclusion: first, profound transformation in cultural cognition domain in the new and the oldareas will greatly expand the community cultural activity fields and show powerful vitality and goodposture. Second, the culture of the urban and rural interacts, eventually, affects on modern andtraditional cultures. Third, the residents in participating in cultural activities realized the change of theroles, cultural consumption reflects the independent choice. Forth, the cultural service style ceaselesslyintegrates, the cultural industry in cultural activities are playing a more and more important role.Moreover, the development of the mass cultural activities in different regions, different populations,different time is unbalance, which promotes cultural development in the contradiction movement.Development strategy: firstly, increase finance investment and develop guarantee mechanism.Secondly, improve the infrastructure and realize the cultural position. Thirdly, cultivate humanresources and strengthen the cultural construction. Fourthly, enrich the form of activities and cultivatecultural brand consciousness.
