Research On The Configuration Path Of Policy Change Of Integration Of Culture And Tourism Industry

In the new era,China ’ s tourism industry has entered a new stage of integrated development,and the deep integration of cultural and tourism industries has formed a trend.In this process,the guidance and adjustment of tourism industrial policies have played an important role in promoting.In recent years,with the rapid development of quantity expansion,the tourism industry in Inner Mongolia has begun to enter the stage of improving quality and efficiency,transformation and upgrading and stable development.As one of the paths of transformation and upgrading of tourism in Inner Mongolia,the integrated development of tourism has attracted the attention of the government and relevant departments and industry.During the two years of 2016 and2017,Inner Mongolia ’ s Party Committee and the government intensively promulgated tourism-related policies.Among them,eight tourism industrial policies gave specific guidance from promoting tourism investment and consumption,strengthening the comprehensive supervision of the tourism market,and promoting the integration and development of cultural and tourism industries,which provided strong policy support and guarantee for the subsequent development of Inner Mongolia ’ s tourism industry.The integrated development of cultural and tourism industry is a structural and progressive process.To ensure the sustainable and effective development of cultural and tourism industry integration,the timely guidance and regulation of cultural and tourism industry integration policy plays an irreplaceable role.However,the policy of cultural and tourism industry integration is affected by both official and non-official factors.It is an urgent problem in the field of tourism research to explore the influence of different factors on the policy change of cultural and tourism industry integration,and then provide enlightenment for the policy change of cultural and tourism industry integration.The research on the configuration path of policy change of the integration of cultural and tourism industries takes Hohhot as a case study.Based on the modified multi-source flow theory and on the basis of existing research,starting from the political source flow,policy source flow and problem source flow,it is divided into four dimensions : ’ top-down political pressure ’,’ local regional support power ’,’bottom-up appeal pressure ’ and ’ public events ’,and subdivided the national integration policy of cultural and tourism industries and the changes of local organizations / leaders.Local cultural industry policy change,local encourage innovation policy change,expert proposal;eight important antecedent variables of tourism enterprise demands,host opinions and cultural tourism public opinion events are selected,and the change of local cultural tourism industry integration policy is selected as the result variable.The influencing factor model of cultural tourism industry integration policy change is innovatively constructed.Combined with the actual development of the integration of culture and tourism,this paper adopts the methods of document investigation and questionnaire survey to collect the relevant research data of the tourism policy,cultural policy,expert proposal,and tourism enterprise demands of Hohhot City,Inner Mongolia,from 2009 to 2021.Taking the selected policy data as samples,this paper uses qualitative comparative analysis method and fs QCA analysis software to analyze the data.Combined with positive analysis and reverse analysis,this paper explores the configuration path of the antecedent conditions of the policy change of the integration of culture and tourism industry in Hohhot,and determines the influencing factors and mechanism of the policy of the integration of culture and tourism industry in Hohhot.And then provide inspiration for Hohhot cultural tourism industry policy formulation.The analysis of the configuration path of Hohhot ’ s cultural and tourism industry policy change shows that :(1)The national cultural and tourism integration policy constitutes a necessary condition for the change of Hohhot ’ s cultural and tourism industry integration policy,but all the eight single factor conditional variables can not play a decisive role,but a joint combination.(2)The reliability of the influencing factors model of urban cultural and tourism industry integration policy change is verified by robustness test,and among 256 configuration paths formed by 8 influencing factors due to conditional variables,four configuration paths can effectively promote the policy change of cultural and tourism industry integration in Hohhot.(3)Several common points are summarized from the four different configuration paths of promoting the policy change of local cultural and tourism industry integration : the comprehensiveness of influencing factors is positively correlated with the policy change of promoting local cultural and tourism industry integration;national cultural and tourism industry integration policy and local cultural industry policy change play a core role;the influence factors of political origins are the most basic and important;the lack of local cultural industry policy changes and the lack of influencing factors in the source and flow of problems have become the main reasons that hinder the change of local cultural tourism industry integration policy.(4)There are three types of configuration paths to promote the policy change of local cultural and tourism industry integration : comprehensive configuration path,political + policy oriented configuration path and political +problem oriented configuration path.Among them,the comprehensive configuration path has the highest coverage rate and the most effective,followed by political +policy oriented,and finally political + problem oriented.Based on the above analysis,this paper puts forward three suggestions for the policy formulation of Hohhot to promote the sustainable and healthy development of cultural and tourism industry integration : First,continue to strengthen the importance of cultural industry policy change;second,strengthen the attention to the source of the problem,especially the attention and reflection of the enterprise demands;the third is to fully consider the combined effect of various influencing factors on policies.
