Research On The Measurement And Evolution Logic Of Tianjin Cultural Tourism Integration Policy

Cultural tourism integration can inject new kinetic energy into the high-quality development of regional economy,and policy has an obvious driving effect on cultural tourism integration.Tianjin has ranked the United Nations world tourism organization of global "15 cultural tourism integration development best practices city",collect,comb,measurement of Tianjin cultural tourism integration of policy text,analyze its evolution logic,puts forward the future development of safeguard measures,as during the period of "difference" to promote Tianjin text brigade depth fusion problem to be solved.Based on this,this thesis takes Tianjin cultural and tourism integration policy as the research object,measures its policy text,and puts forward its policy evolution logic and future trend.To be specific,this thesis firstly defines the concepts of cultural tourism integration and policy measurement,and analyzes the policy instrument theory and public policy measurement theory.Secondly,based on the classical policy measurement model,this thesis constructs the "four dimensions" measurement model of cultural tourism integration policy.And then,based on the text brigade fusion of Tianjin began in 2009 since the policy of text sets samples,USES content analysis to analyze Tianjin brigade of the composition and characteristics of fusion policy,using polynomial regression model to measure its policies,objectives,tools,and collaborative,and based on this research the evolution logic and future direction;Finally,this thesis puts forward policy suggestions to promote the deep integration of culture and tourism in Tianjin.The results show that: firstly,at present,the policy of cultural and tourism integration in Tianjin is not strong enough,there are many fuzzy words in the policy objectives,the application of policy tools is structurally unbalanced,and the coordination between municipal policy documents and national policy documents needs to be further enhanced.Secondly,Tianjin’s cultural and tourism integration policy is promoted according to the evolutionary logic of "strengthening policy strength by increasing the number of policies issued,gradually clarifying policy objectives,and promoting cultural and tourism integration by relying on compulsory and incentive policies".Thirdly,the future integration of culture and tourism in Tianjin will further strengthen the legislative work,the specificity of policy objectives will be enhanced,and the policy boundary will be further broadened.According to the research conclusions,this thesis puts forward the following countermeasures and suggestions: accelerate the legislation of cultural and tourism integration,promote the joint publication of multidepartments;Enhancing the enforceability of policies and promoting the synergy of objectives of different policy documents;Optimize the application structure of policy tools,appropriately use voluntary policy tools;Strictly implement the spirit of the upper policy and establish the post-evaluation system of cultural and tourism integration policy.
