Research On The Construction Of Rural Public Cultural Service

Rural development has long been a major problem in my country’s social development.Compared with urban development,it has unbalanced and insufficient disadvantages.Since the reform and opening up,while achieving tremendous economic development achievements,the gap has also widened due to uneven development.This gap is reflected in various aspects,such as different provinces and cities,cities and rural areas,and social differences.Waiting between the crowd.The gap between urban and rural areas is specifically reflected in the relatively backward economic development of rural areas,the low per capita income,and the various contradictions that are relatively sharper than those in cities.Backward economic development is only one aspect of rural development issues.On the other hand is the stagnation and decline of rural cultural construction,including the lack of relevant cultural facilities and the backwardness of farmers’ cultural awareness.This has led to the rural cultural construction not keeping pace with the development of the times,and has opened the distance to modern urban culture.The 2018 “Opinions of the CPC Central Committee and the State Council on the Implementation of the Rural Revitalization Strategy” stated: “Implementing the rural revitalization strategy is an inevitable requirement for resolving the contradiction between the people’s growing need for a better life and unbalanced and inadequate development.” The construction goals of "prosperous industry,ecological livability,rural civilization,effective governance,and affluent life".The construction of rural public culture is of great significance to the overall development of the countryside.At the present stage,the lack or even lack of rural cultural construction has also adversely affected rural development.The problems of insufficient supply and imbalance of public cultural products are more prominent.The task of researching and actively promoting the construction of rural cultural service system is urgent.This article takes Dechang County as the research object,starting from the relevant research background,reviewing and sorting out the relevant literature at home and abroad,and elaborating the relevant theories and concepts,to make a full theoretical basis for the full text research,and then taking Dechang County as the research object Based on the case study,based on the analysis and discussion of the rural public cultural services in Dechang County,it puts forward related issues that exist at this stage and need to be urgently solved: the construction of new rural public cultural services lacks sufficient funds and staffing Insufficient,unbalanced supply,uneven development,weak infrastructure,and government departments’ failure to actively and effectively make decisions,guide,and conduct performance evaluation in public cultural services.Based on the previous analysis and combined with the actual situation,it proposes an effective method for comprehensively building rural public cultural services: improving the construction and management capabilities of rural public cultural service infrastructure;ensuring adequate funding for the construction of rural public cultural systems.Create a professional and excellent construction team to promote rural public cultural services;formulate relevant assessment standards to standardize the construction of rural public cultural services.The viewpoints in this article have universal reference significance in reality and can help to strengthen the construction of public cultural service system in Dechang County and other rural areas.
