A Study Of The Development Of Rural Public Culture Service System In South Of Shaanxi

Culture is the cornerstone of human civilization, Cultural movement pushes civilization to improve.The development of public culture will greatly improve the civilization of any country and region.China put a high value on public culture.In the 21 th Century, the Chinese Government decided to build a public cultural service systerm that Covers Both Urban and Rural Areas.At present, some progress has been made in this field, but there are also many problems.The Southern Shaanxi stand as perfect example of poor regions, there are 7.5328 million rural population in south of Shaanxi province, about eighty percent of the total population.Therefore,it is very improtant to do research on this project.This paper analyzed the public cultural service system in ShangLuo as research object.Based on field survey,it is found and analyzed that there are three problems in this field: the system is not coordinated, insufficient funding, lack of talent.Finally, international and domestic practices and evidence has been used to put forward the construction of public cultural service system in the south of Shaanxi.Some suggestions were put forward, such as strenghen the governmental service functiom, improve the service and fund insurance, strengthen basic infrastructure construction, enrich the cultural products, develop evaluation system.
