| Chinese rural film project, starting in1998, has lasted for more than ten years. In2010, Chinese rural film project fulfilled its10-year goal, called “2131â€, which meansduring21stcentury, each village can watch one film per month. The pioneer ofChinese rural film project struggled arduously for their career, and finally achievedtheir success. However, today, when in new period, Chinese rural film project isconfronted with new challenge, which can be solved only by developing itself. Justbecause of this, it is worthy reviewing the history and current situation of the project,and discussing how to give the project a better future.First, since government plays a leading role in the project, I introduce how toestablish an ideal government by government management and public service theories.After that, I use “service triangleâ€, proposed by Karl Albrecht and Ron Zemke, toanalyze each part of the project and find problems in it. Then, I discuss why Chineserural film project has such problems, and how to find a better way for Chinese ruralfilm’s development, with the help of Path Dependence, a theory of institutionaleconomics. Finally, I give the project my suggestion to its development, from theview of public-service governing philosophy and culture system construction. |
