Study On The Emergency Management Of Public Health Emergency Caused By Covid-19 In HA Rural Area

In the context of the new era,social structure and social situation are becoming increasingly complex,and the harm caused by public health emergencies is becoming increasingly serious,mainly reflected in the faster transmission,more difficult to deal with,and more harmful.Therefore,government departments need to actively prevent,properly handle,and effectively deal with the aftermath.The public health emergencies caused by the novel coronavirus outbreak at the end of2019 were similar to those caused by SARS in 2003,but the epidemic also showed a rebound trend in 2021 and 2022,which raised challenges and considerations for the emergency management of public health emergencies by relevant regional governments.According to the survey on the situation of COVID-19 in HA region,the scores of government departments in "COVID-19 epidemic prevention measures","epidemic emergency supplies reserve" and "epidemic emergency management level" were all low,with an average score of 3.20 out of 5 points.On this basis,the existing problems of the public health emergency management of COVID-19 in HA region were analyzed,including the lack of operability of health emergency management and coordination mechanism,insufficient reserve of health emergency personnel,low level of health emergency supplies management,and insufficient public opinion management of health emergency.Further,analyzing the causes of the problems,we found that the fundamental causes are unclear rights and responsibilities of the health emergency management department,unreasonable personnel construction mechanism of the health emergency management department,outdated allocation of health emergency supplies,and insufficient information management of the epidemic situation in the emergency management department.On this basis,the region must clarify the overall idea of COVID-19 public health emergency management,determine the overall goal,and build up the ideological defense line and strengthen the monitoring defense line.Improve the responsibility assessment mechanism,improve the horizontal connection of emergency departments,establish the vertical linkage mechanism of county,township and village,so as to build the coordination mechanism of emergency management of public health emergencies;At the same time,with the help of team expansion,team training mechanism to improve the overall quality of the emergency team;We can also strengthen the investment of special funds,strengthen the introduction of equipment,construct the mechanism of emergency reserve,and realize the material guarantee of emergency management.More importantly,by highlighting the role of new media,public opinion guidance and supervision can be strengthened to improve the management of epidemic public health emergencies.
