Study On The Problems And Countermeasures Of Public Health Emergency Management In Rural Areas Of Hebei Province

At the beginning of 2021,the epidemic situation in Hebei Province and Heilongjiang Province broke out.Compared with the previous round,most of the cases were concentrated in rural areas,which brought great challenges to the epidemic prevention and control in rural areas.Compared with urban residents,rural areas are not only the front position to deal with public health emergencies,but also the key areas and weak links in the governance of public health emergencies.Villagers’ awareness of epidemic prevention and control is relatively weak.A little carelessness will have a serious impact,and the consequences are unimaginable.The novel coronavirus pneumonia is not only harmful to the environment,but also has a wide impact and long duration.It also poses a great threat to the health and property safety in rural areas,and seriously affects the social stability in rural areas.Rural governance is an important part of the national governance system.The "cornerstone" position of rural governance determines the basic role of rural governance for the whole national governance.It can be said that without the modernization of rural governance,there will be no modernization of national governance system and governance capacity.Therefore,the strong promotion of epidemic prevention and control in rural areas is not only the need of rural governance modernization,but also the inevitable requirement of promoting the modernization of national governance system and governance capacity.There is an urgent need to take more effective actions to make up for the short board of epidemic prevention and control in rural areas and build a safe line for rural epidemic prevention and control.This paper takes M village in Baoding as a specific case,through the specific analysis of the measures taken during the epidemic prevention and control period in M village,it is found that there are some problems in the process of epidemic prevention and control in rural areas,such as weak awareness of emergency disposal,lag of emergency resource allocation and emergency team construction,incomplete emergency operation mechanism and too single administrative body.From the point of M village to the whole rural area of Hebei Province,from the small to the big,from the point to the surface,from the case study to summarize,refine and summarize the problems in response to public health emergencies in rural areas of Hebei Province.Finally,according to the problems found,the corresponding solutions are put forward.It is proposed that the emergency management of rural health emergencies can be improved from the following four aspects: first,to improve the villagers’ awareness of emergency disposal;second,to improve the allocation system of human and material reserves;third,to establish a cooperative mechanism and improve the operation ability;fourth,to build a crisis governance pattern with the participation of multiple subjects.During the prevention and control of epidemic situation,any negligence may have serious consequences.We should be good at using the force of the rule of law and humanistic care,adhere to scientific management and give full play to the pioneer role of Party members,constantly form epidemic prevention mechanism and anti-epidemic joint efforts covering every corner of the countryside and connecting every resident in the countryside,and the safety line for rural epidemic prevention and control will be more likely to be more Strength cannot be broken.
