Objective:Based on date analysis and empirical investigation trying to find the rootcauses of the rural schools of public health emergencies, and put accordingly forwarda set of proposed prevention and control strategies on rural schools of public healthemergencies. Thereby to reduce the probability of the rural schools of public healthemergencies, to protect the health of rural school teachers and students groups, and toachieve the strategic objectives of the overall prevention and control of the nationalpublic health emergencies.Methods:⑴Combined with its current status and its research achievement ofprevention and control of domestic and foreign to undertake preliminary discuss onschool public health emergency prevention and control theory.⑵Through theNational Knowledge Infrastructure (CNKI) to “public health emergencies inschools” for the search term manual retrieval, a collection of2010-2011yearspublished domestic public health emergencies in schools the epidemiologicalcharacteristics of the related Chinese literature descriptive statistical analysis,elaborating rural schools epidemiological feature of the main body of emergent publichealth events.(3)Using qustionnaires, intervews and other research methods toinvestigate the rural schools of emergent events of public health prevention andcontrol situation, and using a variety of statistical methods to analysis these dataobtained.(4)On the basis of the first3studies preliminary put forward rural schools ofpublic health emergency control ability assessment method and control of emergenthealth emergency strategy.Results:(1)Put forward “the emergency response mechanism of programmanagement theory built on the basis of operations research” and “prevention andcontrol mechanisms of the two interventions based on human factors theory”.(2)Theanalysis of the three main performance of the “school”,“rural”,“Primary School”found on the event type in the24articles included in the standard: school of public health emergencies in public health events in the constituent ratio of63.36%,infectious diseases and food poisoning in the school of public health emergencies inthe constituent ratio of90.41%,5.85%, the rural school in school events61.82%, ruralprimary schools in the rural school events in the constituent ratio of70.17%.(3)Onthe basis of the empirical investigation and statistical analysis put forward preliminaryassessment approaches of public health emergencies of public health emergencies inthe rural schools. Using this assessment approach confirmed: four rural primary andmiddle schools in Hunan province has certain prevention and control ability ofemergent public health events, but the overall capability index uneven, they aredifferent between middle schools and middle schools, primary schools and primaryschools, the areas and the areas.
