Study On The Impact Of The Beijing-Tianjin-Hebei Synergistic Development Strategy On The Efficiency Of Basic Public Health Services

The National 14 th Five-Year Plan proposes to "implement major regional strategies in depth and promote integration,interaction and complementation".Regional synergistic development can optimize the regional economic layout,narrow the gap within the region,and promote common prosperity,becoming a key policy issue in urban,regional,and even national governance.Basic public services are related to people’s well-being,and improving the current situation of regional basic public services can speed up the flow of factors within the region,improve the level of sharing,narrow the regional gap,and promote the process of regional synergistic development.In 2015,the Beijing-Tianjin-Hebei Synergistic Development Plan was officially released,elevating Beijing-Tianjin-Hebei synergistic development to a national strategy.Subsequently,through the implementation of a series of measures,the policy effects of the Beijing-Tianjin-Hebei Synergistic Development Strategy in terms of economy and environmental protection have initially emerged,but the effects of the Beijing-Tianjin-Hebei Synergistic Development Strategy on basic public services need to be further supplemented.As basic public health services are an important part of basic public services,it is of great theoretical and practical significance to study the impact of the Beijing-Tianjin-Hebei synergistic development strategy on the efficiency of basic public health services and analyze its mechanism of action,to further enhance the level of synergy of basic public health services in Beijing,Tianjin and Hebei,and subsequently promote the synergistic development of Beijing,Tianjin,and Hebei.The article makes use of provincial-level panel data from 2011-2019 to analyze the impact of the Beijing-Tianjin-Hebei synergistic development strategy on the efficiency of basic public health services in Beijing,Tianjin and Hebei.First,the super-efficient SBM model is used to measure the efficiency of basic public health services.Second,the efficiency of basic public health services is used as the explanatory variable to analyze the impact of the Beijing-Tianjin-Hebei synergistic development strategy on the efficiency of basic public health services with the help of a double difference model.Again,the spatial heterogeneity of the effect of the Beijing-Tianjin-Hebei synergistic development strategy on the efficiency of basic public health services in Beijing-Tianjin-Hebei is analyzed.Fourth,the mechanism of the effect of the Beijing-Tianjin-Hebei synergistic development strategy on the efficiency of basic public health services is examined.Finally,robustness tests such as parallel trend and placebo were conducted on the baseline regression results,to verify the robustness of the study results.The study results showed that(1)the Beijing-Tianjin-Hebei synergistic development strategy significantly improved the efficiency of regional basic public health services.However,its contribution to the efficiency of basic public health services declined over time.(2)The level of urbanization,the level of economic development,and the size of government all have significant effects on the efficiency of basic public health services.Among them,the level of urbanization has a significant contribution to the efficiency,while the level of economic development and the size of government harm the efficiency.(3)The Beijing-Tianjin-Hebei synergistic development strategy partially counteracts its negative effect on the efficiency of basic public health services by reducing the size of government,but it suppresses the level of urbanization to a certain extent and weakens the promoting effect on he efficiency.In addition,the Beijing-Tianjin-Hebei synergistic development strategy does not have the expected contribution to the efficiency of basic public health services through two mechanisms: the level of economic development and the educational level of regional residents.(4)The impact of the Beijing-Tianjin-Hebei synergistic development strategy on the efficiency of basic public health services in Beijing-Tianjin-Hebei is heterogeneous.That is,it has a significant contribution to the efficiency in Beijing and Tianjin,while it does not have a significant contribution to the efficiency of basic public health services in Hebei.
