Research On The Problems And Countermeasures Of Medical Insurance Ecdemic Medical Treatment Management Under The Background Of Regional Integration

Since the Third Plenary Session of the 16 th Central Committee of the Communist Party of China(CPC)put forward coordinated regional development in2003,coordinated regional development has been an important part of China’s planning.2021,as China officially enters the 14 th Five-Year Plan,coordinated regional development has also entered a new planning stage.Under the background of regional integration strategy,"Lanzhou-Xining City Cluster" is listed as one of the 19 city clusters to be built nationwide.As the coordinated development of Lanzhou-Xining City Cluster is promoted as a national strategy and continues to be promoted,the population flow becomes more frequent and the demand for medical treatment of residents in both places increases,so does the corresponding problem of managing medical treatment in different places for medical insurance.Although the state has made great efforts in recent years in the management of cross-province medical treatment,from the initial encouragement of provinces and cities to establish their own network systems for provincial coordination,to the development of city cluster medical insurance integration pilot,and now the initial completion of the national information platform for cross-location medical treatment,medical insurance still suffers from the difficulties of territorialized management and inadequate conditions for cross-regional governance.Restricted by the economic,cultural and medical conditions in the west,the management of medical insurance in the Lanzhou-Xining city cluster has revealed some shortcomings in the context of integration,the difficulty of seeing a doctor is still not eased,and the link of medical treatment in different places is still not convenient enough.In view of this,this paper researches the problems of medical insurance management in Lanzhou-Xining urban agglomeration in the context of regional integration,defines the core concepts of regional integration,medical insurance and medical management in different places,establishes an analytical framework based on the theory of collaborative governance and the theory of seamless government,collects data by means of data collection,questionnaires and field interviews,sorts out the problems of medical insurance management in different places in Lanzhou-Xining urban agglomeration.We summarize the problems in the main body,management process,institutional environment,and information technology of the management of medical insurance in the Lanzhou-Xining urban agglomeration,and analyze the causes of the problems by combining the analytical framework established by the theory of collaborative governance and the theory of seamless government,namely,the difficulty of coordinating the interests of multiple bodies in the management of medical insurance in different places,the lack of synergy and interaction,the poor connection and backward implementation of policies and systems,the inadequate internal mechanism and lack of integrated design,and the lack of technology sharing and supporting resources.The problem is caused by the difficulties in coordinating the objectives and interests of multiple entities,the lack of synergy and interaction,the poor policy and system convergence and backward implementation,the inadequate internal mechanism and lack of integrated design,and the insufficient technical sharing and support resources and capacity.Finally,we propose countermeasures to strengthen the coordination of multiple subjects,shape the network structure with coordinated target interests,realize the coordination of mutual environment and system,establish an effective internal coordination mechanism,and make full use of technical resources to provide reference for optimizing the management of cross-location medical treatment in two regions,and provide case studies for the management of cross-location medical treatment in urban clusters in the context of regional integration.
