Research On Chongqing’s Provincial Ecdemic Hospitalization Management

Social and economic development facilitates the population mobility. Meanwhile, the socialization of the basic health insurance and the differentiation in medical and health services among different areas accelerates the needs for ecdemic medical care, in which some problems exist for lack of effective and uniform management. Therefore, when it comes to the health care reform, the government has put emphasis on taking concrete and affirmative measures to solve the problems of ecdemic hospitalization and to help people get access to better health care. As for Chongqing, the municipal coordination of basic health care management having been implemented, what should be focused on next is strengthening management of interprovincial ecdemic medical care, which is significant and beneficial for the development of health care insurance policies of Chongqing as well as the nation as a whole.This article introduces the current situation of ecdemic hospitalization in China and concludes its population structure, hospitalization reasons and behavioral features. Then it analyzes the current situation of ecdemic medical care management in Chongqing, concludes the existing challenges and explores the reasons behind them. Furthermore, it provides feasible thoughts for improving Chongqing’s management of ecedemic hospitalization after analyzing the advantages and disadvantages of some typical management patterns in China. Finally, it explores some advanced management experience that can be learnt from through introducing international hospitalization management in European Union.This article proposes a series of feasible policy suggestions to improve ecdemic hospitalization management after combining domestic and foreign experience with Chongqing’s conditions. At the national level, consummating medical insurance system and reforming health system is the policy base of improving management level of hospitalization in other places. At the municipal level of Chongqing, in the short term,the following suggestions may be adopted. First, ecdemic network settlement system and information system could be consummated to ensure smooth settlement between different regions.Second, other settlement patterns could be taken into consideration for rapid improvement of ecdemic hospitalization management. Third, quality of services provided by health care insurance organization could be improved to satisfy the insurance participants of health care insurance system. Fourth, provincial health care insurance community could be established as a new type. Finally, the transfer policies of health care insurance should be ameliorated to guarantee the health care of people. In the long term, the ultimate goal of ecdemic hospitalization management is to realize the national immediate network settlement, to solve problems in seeking ecdemic medical services, and to enhance the management of ecdemic hospitalization in the national level.
