Township governments are the most grassroots level of administrative management in China,facing the population living in rural areas.When facing emergencies,the speed and effectiveness of township government emergency management have become one of the standards for measuring China’s emergency management system.In recent years,all kinds of public health emergencies around the world have occurred frequently,starting in the winter of2019 and ending in the winter of 2022.The COVID-19 has made township governments across the country face great challenges and severe tests.While making some achievements,it also exposes some weaknesses.How to scientifically understand and evaluate the emergency management work of township governments,and accurately enhance the emergency management capabilities of grassroots governments,has become the focus of this article’s researchThis paper starts from the comparison of various emergency management measures taken by township governments in Jiangsu and Shaanxi in the face of public health emergencies(such as normalization of epidemic prevention and control,vaccination,Nucleic acid test,Transit pass deduction control measures,personnel and material support,etc.)Comparative analysis and systematic analysis are used to analyze and study the achievements,common problems,and reasons of the township governments in the two regions in the fight against the epidemic.Through research,it has been found that the emergency management work of township governments in Jiangsu and Shaanxi provinces has the following common shortcomings: there are varying degrees of gaps and distortions in the preparation of emergency plans,and there is a lack of targeted emergency material reserves and regional imbalance,leading to a certain degree of chaos in the emergency management of township governments in the early stages of emergencies;The part-time nature of emergency management teams is obvious,and the scarcity of professional technical personnel leads to more serious secondary accidents when dealing with emergencies due to insufficient rescue forces;The imperfect mechanism of multi-agent collaborative governance and weak awareness of public crisis have led to insufficient exploration of social and public power,and the government’s functions have not been fully utilized;The lag in emergency public opinion management and untimely guidance have led to a skeptical attitude among the public towards the content of government information releases at various stages,and the negative public opinion atmosphere in society has seriously affected the government’s credibility.On the basis of analyzing the above problems and reasons,the article is based on the theory of multi center governance and collaborative governance,combined with the actual emergency management of township governments in the two regions,and proposes countermeasures and suggestions for optimizing the emergency management system of township governments: strengthening government leadership,advocating for widespread participation of all sectors of society and the public in optimizing the construction of the collaborative governance network of township government emergency management;Optimize the emergency public opinion response capacity of township governments,strengthen publicity and guidance,vigorously popularize knowledge of self rescue and mutual rescue among the public,create a positive public opinion atmosphere,and provide effective suggestions and references for the emergency management work of township governments nationwide. |
