Research On The Optimization Of COVID-19 Policy Under The Two-dimensional Framework Of "Policy Tool-Emergency Management"

In recent years,China has been repeatedly threatened by major public health events,and then the establishment of a "one case,three system" emergency management system.The types and application of policy tools have always been an important issue.The Party and the state attach great importance to the establishment of a national public security system,and put forward the strategic goal of promoting the modernization of the emergency management system and emergency response capacity.Since the spread of COVID-19,the Party and the government have continued to introduce a series of policies.Under the formulation and implementation of the policies,the epidemic prevention and control work has achieved a major victory,providing an opportunity for the selection and combination of China’s emergency management policy tools.This paper is based on the theory of policy tools and emergency management theory,using literature research method and content analysis method,analyzes the national level new crown epidemic prevention and control policy,the Chinese government network,Peking University magic channel retrieval screening of 122 copies of the policy text for research,using policy tools and emergency management stage for two-dimensional analysis framework,through descriptive statistics and text quantitative analysis,explore the internal structure of policy tools and the use of the epidemic emergency management phase,according to the selection of combination of policy tools.This paper first explores the time evolution of policy texts,the composition of policy release departments and the high-frequency vocabulary of policy texts.After quantitative analysis,it is found that the combined application of epidemic prevention and control policy tools and emergency management at the national level mainly include: 1.Balance the distribution of policy tools,optimize the distribution structure of policies;use the combination of policy tools to avoid the failure of single tools;and improve the depth and breadth of the application of demand policy tools.2.Strengthen the preventive measures of emergency management;increase the emergency resistance and support;improve the public emergency response procedures;and reduce the impact after emergency recovery.3.Strengthen the coordination ability of various subjects;combine the application of policy tools;consider the suitability of policy tools and emergency cycle.This study of the new national level of epidemic prevention and control related policy text quantitative analysis,summarizes the policy tools in different stages of the use of structure and combination,aims to improve the ability of the party and the government in response to public health events,provide corresponding Suggestions for policy formulation and implementation process,so as to further improve the emergency prevention and control system of our country,improve the policy tools of internal and external structure combination application effect,enhance the coordination and balance between policy tools and emergency management cycle,better play to the overall effectiveness of the policy.
