| Chinese society is in the stage of accelerated aging,and presents the characteristics of aging and disability.The family planning policy,which began in the early 1980s,also led to the more and more obvious miniaturization of family size,and the weakening of the function of family pension,which made the pension problem of the elderly in China become serious,and there is an urgent need to innovate the traditional pension model.In order to cope with the aging,in recent years,the state has gradually implemented the mode of combining medical care with institutional pension,which meets the dual needs of elderly pension and medical care to a certain extent,improves the quality of life of the elderly and reduces the burden on children.What is the current situation of the practice of combining medical care with institutional pension?What are the problems in the practice of combining medical care with institutional pension?What are the causes of the problem?What measures will help promote the development of the practice of combining medical care with institutional pension?Around the above problems,the research is carried out from five chapters.The first chapter is the introduction.Based on the analysis of the research background,this paper considers the theoretical and practical significance of this study;It reviews the existing domestic and foreign studies to lay the foundation for this study.The method and potential innovation of this research are pointed out.The second chapter is the key concepts and theoretical basis.The concepts of medical care and home-based elderly care institutions are defined respectively.Based on active aging theory,Maslow’s hierarchy of needs theory,service-oriented government theory and market supervision theory,this paper considers the relationship between the above theories and this study,and lays the theoretical research foundation of this paper.The third chapter discusses the development stage and existing problems of the practice of combining medical care with institutional pension.The practice of combining medical care with institutional pension can be divided into three stages:initial stage,rapid development stage and demonstration creation stage.At present,there are many problems in the practice of combining medical care with institutional pension,such as the coexistence of "insufficient supply" and "idle beds",illegal fund-raising by criminals using institutional pension,the uneven quality of pension services,the "chaos" of applying medical insurance in the practice of combining medical care with institutional pension,and many potential safety hazards in the practice of combining medical care with institutional pension,which reflect the unbalanced development,lack of supervision,lack of professionals,lax supervision Poor management and other deep-seated problems.The fourth chapter analyzes the reasons for the problems existing in the practice of combining medical care with institutional pension.The main reasons for the problems are that the standardized management system of the practice of combining medical care with institutional pension has not been established,the relevant laws and regulations of the practice of combining medical care with institutional pension are not perfect,the fund guarantee for the development of the practice of combining medical care with institutional pension is insufficient,and the professionals of the practice of combining medical care with institutional pension are lack.The fifth chapter puts forward the countermeasures to promote the development of the practice of combining medical care with institutional pension.By improving the supervision mechanism of the practice of combining medical care with institutional care,establishing the supervision law of the practice of combining medical care with institutional care,controlling the price range of the practice of combining medical care with institutional care,strengthening the cultivation of talents required by the practice of combining medical care with institutional care,realizing the construction of an elderly friendly society through the practice of combining medical care with institutional care,and enabling the practice of combining medical care with institutional care with intelligent technology,Comprehensively promote the development of the practice of combining medical care with institutional pension. |
