With the development of health economics and health human resource management,health talent evaluation,as a part of health human resource management,has gradually developed into a comprehensive,systematic and scientific project.However,in the actual implementation process,it is found that there are still some problems in the talent evaluation of YZ hospital,especially the post appointment evaluation related to the vital interests of employees.In the process of evaluation,the concept of clinical performance orientation is vague,the evaluation indicators are missing,and the subjectivity of evaluation means is too strong,resulting in weak credibility of evaluation results and low sense of identity,which further affects the employee satisfaction of the whole post appointment and competitive evaluation results.Based on the problems of post appointment found in the evaluation of YZ Hospital in the state public hospitals,this paper makes a thorough study of the specific problems and the causes of these problems.And then,based on the Scott Snell model,this paper analyzes that the core human resources of the hospital and the core competitiveness of the hospital are the qualities that the personnel of the health professional and technical posts in YZ hospital need to find out with the competency model,based on expectation theory,personnel quality evaluation theory,reinforcement theory and Equity theory theory,the purpose of appointment assessment of health professional position in YZ hospital was decomposed by using Delphi method,selection of evaluation indicators for post appointment assessment.These indicators can fully reflect the hospital’s strategic objectives to achieve the health professionals need to have the quality or need to complete the task.Then use the method of expert consultation and questionnaire survey to set the index weight,which can not only carry out the hospital leaders’ management thought,but also let the staff have a chance to participate in decision-making.The index system constructed in this paper has all-round elements,carries out the concept of national classified talent evaluation,and can fully implement the goal of clinical-oriented evaluation for health professionals.
