Health is critical to the comprehensive development of all human beings. With the rapid economic development and the increasingly obtruding social problems in China, maintaining all people in healthy state is an important issue related to the national economy and the people’s livelihood. A sound and fundamental health care system which covers all the urban and rural inhabitants needs not only more financial support from the government and the innovation of the institutional mechanism, but a strong health care team of high nobility, excellent skills and first-class service, only in which way could people be equipped with the secured, effective and affordable medical service. Academic titles play an important role in the comprehensive development of human resource, and health titles have the special function of being a "baton" due to some historical reasons and actual facts. Academic title conference is an important method to evaluate employees’performance and the criteria required for occupations, which involves the essential benefits of the professional technicians in the health system and the integral quality of the health care team in the whole province. Therefore, the importance of it is self-evident.This paper is going to define some terms as academic titles, health personnel, to discuss the common features and methods of health personnel evaluations and appointment; and literature review of the relative studies been done at present; based on the development and reformation of health title system in the past, and the practical measures of which at present, why title evaluation and appointment should be divided apart is discussed. Meanwhile, with the help of the theoretical tools in this paper, it illustrates the theoretical basis of the academic title in the health care industry; in the literature review part, based on the fact that since2002, Shaanxi health administration has implemented the policy of dividing the evaluation and appointment, and this case study serves to study the measures, methods and the effects of the reform, and deeply analyze the evaluation on professional technique qualifications and the appointment to certain titles.. Finally, some suggestions are give to the problems still existing in the splitting reform of the evaluation and appointment. It can be concluded from the paper that the split-up of the evaluation and appointment in the health industry remains vital in the academic title evaluation and it should be the guideline at present.
