Background:Basic public health services as one of the five key work in the new medical reform, is to realize "everyone has the right to health care". Grass-root public health personnel are the one who directly serve the residents, so their professional quality the are the key factors of basic public health project implementation and will directly determines the quality and level of the service which residents enjoy. And their professional quality is also. In order to promote the basic public health services in Shandong province, strengthen the implement of equal access of basic public health services, improve the quality and level of basic public health services, we need on the base of optimizing the hardware environment, better optimize the software investment, strengthen the construction of grass-roots health personnel team, improve the level of the professional quality of grass-roots health personnel. So it is necessary to investigate the professional quality level of grass-roots health personnel in Shandong, analysis and find out the influence factor of professional quality, put forward the feasible Suggestions.Objectives:The purpose of this study is to understand the current situation of the professional quality of grass-roots health personnel in Shandong province, evaluate the professional quality of grass-roots health personnel, found that the main influence factors, discusses the main existing problems and puts forward relevant countermeasures, in order to improve the level of professional quality and service quality of grass-roots health personnel, provide possible solutions and reference.Methods:This study adopted stratified multistage random sampling methods for sampling. The interviewers were grass-roots health personnel of basic public health service organizations in17cities in Shandong province. Self-designed questionnaires were used in this survey and they were finished by face to face guidance of uniformly trained investigators. A total of800questionnaires were distributed and773copies were collected, the effective rate of questionnaires is96.7%. EpiData software and Excel software were used to establish the database and using SPSS18.0software for statistical analysis. Data analysis methods are mainly:(1) Descriptive analysis: descriptive statistics were used to analyze the interviewers’demographic characteristics factors, work related situation, the professional quality level score and residents satisfaction, means and standard deviations were used to express the normal numeric variables, median, interquartile were used to express the non-normal numeric variables, range and proportion was used to express the categorical variables;(2) Using one-way ANOVA and multiple linear regression find out and analysis the influence factors;(3) Taking semi-structured interviews to analyze the interview material;(4) Using the framework of SWOT method to analyze the professional quality of grass-roots health personnel, and find out the the strengths and weaknesses of grass-roots health personnel’s professional quality and the opportunities and threats.Main Results:(1)Direct evaluation on the level of grass-roots health personnel’s professional quality:the level of grass-roots health personnel’s professional quality were divided into outstanding, good, medium, and poor, the proportion of the them were42.6%,38.6%,16.3%,2.6%;(2)Indirect evaluation on the level of grass-roots health personnel’s professional quality:The total satisfaction rate of residents of the services are88.41%. The satisfaction rate of the basic public health services of the elderly, hypertension patients, diabetes patients, maternal,0-6years old children were88.4%,87.1%,86.1%,92.7%,92.5%; Urban and rural residents’satisfaction rate of the basic public health services e were87.0%,90.2%; The satisfaction rate of the basic public health services of the residents who accept the community health service center, rural hospitals and community health service station, the village clinic service were88.4%,90.4%,84.4%,89.9%.(3) Single factor analysis showed that organization type, different job content, cultural degree, the situation of accept medical colleges and universities education, training, workload changing, the income changing, the performance evaluation had statistical significance. Multiple factors analysis results show that the organization type, cultural degree, the situation of accept medical colleges and universities education, training, workload changing, income changing, the performance evaluation were influencing factors of grass-roots health personnel’s professional quality;(4) the SWOT analysis showed that the grass-roots health personnel had many advantages, such as the work foundation of basic public health work, have professional knowledge of work, the level of professional quality was high, residents satisfaction high; the grass-roots health personnel had many disadvantage:and the develop between institutions and between different areas was unbalanced, the level of the grass-roots health personnel’s degree of education was low, professional title structure was not reasonable, workload was large and income was low; and the grass-roots health personnel would have the opportunities of the increase of policy support, financial support and the strength of the basic health service system construction, the increase of the students whose major is public health. Meanwhile they would have to face the threat:increasing of floating population, the delay of financial aid funds, some urban residents have poor compliance.Countermeasures and Suggestions:According to the results of this research and the SWOT analysis of grass-roots health personnel’s professional quality, this paper puts forward the following Suggestions:(1) The policy level:strengthen the functions of the government, perfect the policy-making, change the concept of considering the medical more important than prevention, giving priority to the development of basic public health services;(2) The fund level:to strengthen the investment of basic public health services, ensure that the basic public health services are financing and payment;(3) Personnel level: increase the total amount of personnel, and optimize their structure; Strengthen training, improve grass-roots health personnel’s technical level; Reform personnel incentive mechanism, improve staff work enthusiasm;(4) The government and institutions level:improve the working environment of grass-roots health personnel, create a good working atmosphere, reduce the burden of work; Take effective measures to deal with problems brought by population flow.
