In recent years,Chinese government continuously puts emphasis on deepening personnel system reform of public hospitals,establishing and completing employment system and post management system.In response to the call of the Central Committee,Shanghai municipal government formulates relevant regulations,clearly defining post classification,post rank,total number of posts,post structure,etc.of health institutions in Shanghai.Meanwhile,all public hospitals in Shanghai have their personnel employment reform.However,some of them have met difficulties in the process of reform due to some problems in it.Therefore,it is necessary to analyze the problems and causes of the problems in personnel employment reform and put forward corresponding suggestions with an aim to improve and promote personnel employment reform of public hospitals.This paper takes Shanghai Y Hospital as an example.The actual situation of reform of separation of professional title evaluation and appointment is investigated and analyzed by applying the method of literature research,case study method and questionnaire method.Based on the analysis,problems and causes of the problems are explored,and some suggestions are put forward.The author designs the questionnaire to investigate actual situation of reform of separation of professional title evaluation and appointment of Shanghai Y Hospital.200 surgeons with different professional titles are invited to participate in the investigation.Data are collected on the basis of investigation results and are used as references for following analysis.Through investigation,the author finds out that there are problems in four aspects,including common understanding achieving,position setting,assessment system,and post hire management.Some suggestions are put forward in order to promote reform of separation of professional title evaluation and appointment of Shanghai Y Hospital and be used for reference.
