Ultrasonic Facilities’ Purchasing Process Optimization Of X Hospital Ultrasonic Image Department

XX University was always responsible for the biding and purchasing of X’s hospital,such as approval process and coordination.The purchase of medical facilities involved several departments in both university and hospital,with result that the entire procedure of purchase was complex,overlong and lack of cost control.The ultrasonic facilities of X’s Hospital are the prerequisite equipment for officially open,but in the preparation phase,because of the space,staff and other factors made the purchase of ultrasonic facilities to confront the hard task and pressed time,to the extent that the facilities were in place until the hospital officially open.The flaws of entire process were especially pronounced in the purchasing of ultrasonic facilities.Therefore,ultrasonic image department was the experimental unit of purchasing process optimization.This thesis is based on the theory of purchasing process management and project scheduling management,which combined the features of purchasing ultrasonic facilities to research and analyze the purchasing process.Firstly,using benchmarking to choose a representative hospital,and contrast of two hospitals with nine important component elements,such as purchasing application,budget control,and expert discussion.Studying and judging the problems of purchasing process,and proposing relevant optimization suggestions.Secondly,the article uses lots of methods in 2019 ultrasonic facilities’ purchasing program,such as PDCA,DMAIC,ESIA,ASME,and according to purchasing classification,bid methods,supplier management,and pursing progress control to optimize the important steps of the purchasing process.Lastly,comparing circumstances before and after the optimization to check validity of the optimization strategies,and using both qualitative and quantitative methods to analyze purchasing cost variance.This thesis is proceeded from reality of ultrasonic facilities’ purchasing and management in X’s Hospital,and combined relevant theories with practical situation to research the problems of overall purchasing process management and analyze its difficulties.The article proposes optimization solutions,also provides reference of ultrasonic facilities’purchasing and management to other hospitals.
