In recent years,our country government purchase community public health service development rapidly,residents of community public health service demand is becoming more and more nervous,optimization of government purchasing community public health service process is the transformation of government functions,improve the service efficiency,and standardize the buying process.Party of the eighteenth session of the fifth plenary session,through our 45 planning advice,proposal a clear out to increase the supply of public service,innovation of public service delivery;strengthen the government responsibility,improve public services to build capacity and sharing level;strengthen the social security,the medical and public health,basic public services,and strive to achieve full coverage.This major decision,reflecting the voice of the masses,is conducive to the construction of a harmonious society in China,but also for the current government to buy public health services in the direction of the direction of progress.This paper derives from the theory of public goods,the equalization of basic public services theory and process re-engineering theory,from the perspective of knowledge integration dimension of political economics,management and sociology,China’s government purchase process of community public health service for the exploration and systematic research.the comprehensive application of Delphi method(Delphi method)and the analytic hierarchy process(AHP)to establish the Chinese government purchase process of community public health service evaluation index system and model,are the government input dimension,process dimension,the public dimension and the learning and growth dimensions of four indicators of financial investment,human;the resources,facilities and business management of the 12 leveltwo indexes.Through the analysis of indicators,we can get the content of the process optimization of government purchasing community public health service in our country.in order to optimize China’s government purchase community public health service existing procedures,the equalization of basic public health service theory and process re-engineering theory is applied to the government purchase of public health service;combing the domestic and foreign government purchasing community public health service development;analysis of government purchase situation and process of public service development in the main square.By combing the literature and analysis of the status quo,in-depth analysis of the government to buy community public health service flow problems.On the basis of government purchase process of community public health services on the comprehensive evaluation,combined with the specific content of process optimization,from the four aspects of purchase,purchase mode,supervision and evaluation and public satisfaction,put forward specific suggestions of government purchasing community public health service process optimization.
