In recent years, people’s demands of life quality increase along with rapid development of our nation’s new urbanization process, the layout research of public service facilities gets more and more attention which has a closely contact with peoples’ daily life. As one of the state-level new area, the layout of Jin Pu New Area public facilities is crucial to the regional overall development. Based on the theory of accessibility and GIS spatial analysis techniques, evaluate the healthcare accessibility of Jin Pu New Area comprehensively then put forward suggestions of hospital facilities layout optimization.Firstly, extract and filtrate the vector data and the corresponding population data under the scale of Jin Pu New Area subdistrict and community in project sources then analysis of characteristics of population distribution. Analysis the distribution of hospital facilities by querying Dalian and Jinzhou district health information system. Draw up comprehensive road network combined with Dalian road map and Google Earth’s satellite-photo images. The matching condition of population, hospital facilities and road network is better fit after overlay analysis them, populated regions, hospital facilities concentration areas and road network concentration areas are almost coincidence.Secondly, based on the GIS spatial analysis techniques, calculate the shortest distance between settlements and hospital facilities using O—D cost matrix in ArcGIS network analysis. Substitute population data, shortest distance data and hospital facilities data into Gaussian Two—Step Floating Catchment Area method, receive the healthcare accessibility of each community, better accessibility region circle around the regional center and outside region decrease progressively. Parts of northwestern and eastern regions need to be improved.Finally, according to the requirements of equitable basic public health service and hospital construction standards, select 24 candidate construction points of hospital facilities. Intends to upgrade 6 hospital facilities and construct 3 hospital facilities using minimize facility model in ArcGIS Network Analyst LA model. Compared with the healthcare accessibility before optimization, the overall healthcare accessibility of Jin Pu New Area can be ameliorated effectively.
