Study On Optimization Of Internal Control In Purchasing Process Of Traditional Chinese Medicine Hospital In C City

"difficult to see a doctor,expensive to see a doctor" is the key topic that the common people talk about every day.Relevant departments have also taken corresponding measures to solve this problem.The reform of the medical system is the solution to these problems.With the deepening of medical reform and the rapid development of public health care,the overall expenditure of hospitals has also increased greatly compared with previous years.The development of public hospitals is the key object of the national medical reform.As the core part of hospitals,the procurement of materials and equipment occupies a very high proportion in the expenditure of hospitals,which is the core factor influencing the development of hospitals.The purchase cost not only affects the medical quality of the hospital,but also relates to the interests of the common people.If the hospital does not carry out reasonable pre-planning examination and approval,in-process supervision and implementation,after-the-fact review of the procurement business,and does not have proper supervision of any link in the whole procurement process,then it is very easy to cause the confusion of blind procurement and collusion in fraud,it’s bad for the long-term development of the hospital.To eliminate internal corruption is the fundamental measure for the long-term development of all units,and it is particularly important for public hospitals,as the key institutions of the state,to study the internal control of their procurement.Taking C City Hospital of traditional Chinese medicine as a case hospital,the author visited the hospital on the spot by means of case analysis and questionnaire investigation,consulting the relevant literature of internal control and referring to the internal control system of public institutions,the characteristics of current hospital procurement combined with government procurement.Combined with the internal control system of the purchasing process,the paper analyzes the purchasing process of the hospital and finds out the possible risk points.From the unit level and the business level,this paper sorts out the problems existing in the internal control of the purchase business of C City Hospital of traditional Chinese medicine,finds out the reasons,and puts forward the corresponding solutions from the unit level and the business level,and draws the optimized flow chart.The results show that there are a lot of problems in the procurement process of the Hospital of traditional Chinese medicine in C city.In view of these problems and the actual situation of the hospital at present,the corresponding measures are put forward from the unit level and the business level,and the current procurement process is optimized.
