Study On Agricultural Comprehensive Benefit Evaluation Of High Standard Farmland In Gongan County

Cultivated land is the foundation of agriculture,and the protection of cultivated land resources in China is facing great pressure.Under the severe form of cultivated land resources in China,the high-standard farmland construction project is a land consolidation activity carried out to ensure China’s food security,implement the strategy of "storing grain in the land,storing grain in the technology",and promote the development of agricultural modernization.High standard farmland construction obvious regional characteristics,different parts of the construction after the benefit level is different also,gong ’an county is located in the jianghan plain,is an important of grain production in the province of large county,to a high standard farmland construction after the agricultural comprehensive benefit evaluation,for land consolidation activities in other parts of the jianghan plain has very important reference significance for reference.In order to understand the agricultural comprehensive benefits of high-standard farmland construction in Gongan County,this paper took the high-standard farmland construction project in Gongan County in 2016 as an example to study the level of agricultural comprehensive benefits.Based on the general system theory,sustainable development theory and land intensive utilization theory as the theoretical basis,combined with the construction of high standard farmland of the key requirements in our country,in the research on the construction of high standard farmland benefit both at home and abroad on the basis of the agricultural comprehensive benefits of the construction of the gong ’an high standard farmland specific level,set up by the target layer,criterion layer and index layer composed of benefit evaluation index system.Criterion layer of the system include three aspects,respectively is economic benefit indexes,social benefit indexes and ecological benefit indexes,each criterion layer index has five indicators at a lower level,so that all the criterion layer index of lower layer to form the index of indicators,the indicators can be respectively from the economic income,social production and living,in the three aspects of ecological environmental impact comprehensive reflection gong ’an high standard farmland construction agricultural comprehensive benefit level.In the process of determining the weight of the index,the analytic hierarchy process is adopted to give weight to each index subjectively at first,and then the entropy weight method is used to modify the weight determined subjectively.In this way,the weight is determined from both subjective and objective aspects comprehensively,and the more accurate weight value is finally obtained.On the basis of the index weight determining,adopted the matter-element evaluation model,evaluate the gong’an high standard farmland construction project,the matter-element assessment model must first determine the evaluation standard,by calculating the correlation of each index and the corresponding evaluation grade for construction of high standard farmland construction project and the indexes corresponding evaluation grades.The final results showed that the evaluation grade of agricultural comprehensive benefit of highstandard farmland construction in Gongan County was excellent,and the evaluation index grade was excellent,3 was good,and 3 was average.Although the comprehensive benefit evaluation level of construction projects is excellent,problems still exist.Under the current pressure of increasing grain output,the single agricultural production and planting structure makes the income growth per mu lack of power.Although the construction of high-standard farmland promotes the development of the new agricultural operators,the quality of the new agricultural operators is not high due to the limitation of the professional quality of the operators.In terms of environmental governance,the construction of high-standard farmland has improved the appearance of villages,but it is also faced with the lack of effective long-term mechanism to control rural straw burning ban and rural household garbage.At the end of this paper,corresponding policy suggestions were made to the existing problems,including the development of "rice and shrimp farming" mode,the expansion of income increasing channels,strengthening the cultivation of new agricultural operators,and the establishment of effective long-term mechanism for pollution control.
