Study On Comprehensive Benefit Of High Standard Farmland Construction In Fugou County

When granaries are full,the world is secure.Building high-standard farmland is a necessary way to increase agricultural production capacity,increase farmers’ output and incomes,and ensure national food security.The construction of high standard farmland has obvious regional characteristics,and the benefit level after construction is different in different regions.Fugou County is located in the eastern plain of Henan Province,is the main grain crop base of the whole province.The evaluation of agricultural comprehensive benefit after the construction of high standard farmland has a good reference for the land consolidation work in other areas of Zhoukou City.In order to master the agricultural comprehensive benefit in the construction of high-standard farmland in Fugou County,taking the construction of high-standard farmland in Fugou County in 2022 as an example,the agricultural comprehensive benefit of this area was evaluated.In the course of the research,the paper takes the general system theory,the sustainable development theory and the theory of land intensive use as reference,and combines with our country’s important demand for high standard farmland construction.Based on the research on the construction benefits of high-standard farmland at home and abroad,a comprehensive benefit evaluation system of high-standard farmland in Fugou County was established based on economic benefits,social production and living and ecological environment,and indicators were selected from three aspects for weight evaluation.The selection of economic benefits after the construction of new output,agricultural science and technology promotion degree,per mu of new income,public participation rate,payback period;The indicators of social benefit include: the growth rate of cultivated land area,the degree of mechanization,the newly added agricultural operators,the degree of transportation improvement,the degree of irrigation facilities improvement,and the degree of public satisfaction;The indicators of ecological benefits include: effectively protected farmland area,disaster prevention rate,land quality improvement rate,fertilizer utilization rate,pollution control area.The data sources of these indicators are obtained from the statistical yearbook of planting industry in each town,the implementation plan of high-standard farmland project,the acceptance report of high-standard farmland project and the questionnaire issued to farmers compiled by the Planting Department of the Agriculture and Forestry Bureau of Fugou County.In addition,by using analytic hierarchy process(AHP)and scoring by experts from the Research Institute of Fugou Agricultural University,entropy weight method was used to objectively modify the subjectively determined weight,so as to determine the weight from both subjective and objective aspects,and finally obtain a more accurate weight.Through establishing the evaluation system of "high standard farmland" construction in Fugou County,the paper makes an empirical analysis on it.Through the fuzzy evaluation model of the high-standard farmland in Fugou County,the weighted calculation of each index,the economic benefit,social benefit,ecological benefit and the three aspects of the index of the grade evaluation,combined with the situation of field research,find out the problems after the construction of high-standard farmland in Fugou County,and put forward countermeasures.
