Research On The Implementation Issues Of Shandong Province’s Summer Kishing Closure System

Shandong Province is a large province of marine fisheries,with the annual marine fishing volume ranking second in the country,and the number of marine fishing vessels and employees ranking first in the country.The marine summer fishing moratorium system covers a wide range,has a large impact level and involves a large number of people in Shandong.Since its implementation,it has achieved good social,economic and ecological benefits,The fishing moratorium system is one of the most effective and feasible fishery management systems for the conservation of marine fishery resources,which has been understood and supported by the majority of fishermen in Shandong Province.However,with the development of social economy,the continuous improvement of fishing capacity and the shrinking of marine fishery resources,the implementation of marine summer fishing moratorium system will inevitably encounter many new problems.The purpose of this paper is to understand the causes of new problems in the implementation of marine summer fishing moratorium system in Shandong Province,and put forward reasonable suggestions for the implementation of marine summer fishing moratorium system in Shandong Province,so as to better conserve marine fishery resources.Based on the collaborative governance theory,through face-to-face investigation and interview with fishermen and fishery managers,and using charts,data comparison and other methods,this paper analyzes the relevant data of marine summer fishing moratorium in Shandong Province since 2017,and summarizes the problems existing in the implementation of marine summer fishing moratorium system in Shandong Province at the emerging stage.Firstly,this paper introduces the development of the marine summer fishing moratorium system in China and Shandong Province,as well as the results of the implementation of the marine summer fishing moratorium system;Secondly,it analyzes the causes of these problems from the aspects of legal system,law enforcement ability,fishermen’s interests and departmental cooperation,and once again studies the advanced experience and practices in the implementation of the fishing moratorium(ban)system at home and abroad.It is found that Canada,the United States,Japan,Norway and South Korea are improving the legal system,strict law enforcement,departmental collaborative governance,organized management We should learn from the protection of fishermen’s livelihood and fishermen’s right to know and participate in policy-making.In China,there are advanced experiences such as the "one hit and three remediation" carried out by Zhejiang Province,the fishery cooperation organization of Taiwan Province and the fishing subsidy policy of Guangdong Province.Furthermore,combining the advanced experience at home and abroad with the current situation of the implementation of the marine summer fishing moratorium system in Shandong Province,and using the theory of collaborative governance,the paper puts forward suggestions for the implementation of the marine summer fishing moratorium system in Shandong Province,such as strengthening the local legislation in Shandong Province,improving the law enforcement coordination mechanism,"civil air defense"+"technical defense",giving play to the role of fishery organizations and fishermen,and paying attention to the livelihood of fishermen,with a view to promoting the implementation of the marine summer fishing moratorium system in Shandong Province,Protect the marine fishery resources in the Yellow Sea and Bohai Sea.
