Research On The Collaborative Governance Of Conservation-type Marine Ranching From The Perspective Of Stakeholders

Marine ranching is a vital measure of marine ecological and environmental protection in China,and one of the important future productions of marine fishery through the supply-side structural reform of fisheries and the transformation and upgrading of China’s fishery industry as soon as possible.For nearly a decade,coastal provinces and cities promoted the construction of marine ranching on a high starting point and high standard so that there is abundant practical sample of marine ranching.Compared with the development of marine ranching abroad,China was still in the initial phase of construction of artificial fish reef and proliferation of releasing,and the system has not yet been accomplished.First,over-emphasis on the economic benefits,while ignoring the ecological functions in protecting marine environment and conserving aquatic living resources.Second,the academic community pay attention to engineering construction and technological breakthroughs,and few studies about the marine ranching management,especially for the development of a certain type of marine pasture ranching.In the long run,this is not conducive to the sustainable development of marine ranching.The dissertation takes the investigation and normative study.The first step is to lock up conservation-type marine ranching that focus on the marine ecological environment protection and the conservation of aquatic resources as the research object.And the stakeholder theory and Mitchell Score based Approach is used to define the types of multi-stakeholders in conservation-type marine ranching,and clarify the main characteristics and interests of the stakeholders,and the relationship structure among them.Furthermore,the conservation-type marine ranching in Zhejiang Province is selected as research sample to analyze the location factors,development overview and functional benefits,development experience and restrictive factor of sustainable development.An orientation analysis is presented in the last of this paper,pointing out that the collaboration in goal,subjects and regions need to be achieved in the sustainable development.And then how to establish system of interests coordinating mechanism is discussed.Finally,policy countermeasures and suggestions from the perspective of collaborative governance are proposed,including relationships,platforms,foundations and the rule of law.
