Study On The Improvement Of Fishermen’s Public Service By Yancheng Fishery Administration During Summer Fishing Moratorium

The Marine summer fishing moratorium has been implemented for 25 years and is still one of the most effective measures to protect Marine fishery resources in China.Yancheng is a key ocean city in Jiangsu province with 582 kilometers coastline which accounts for 60%of the whole province.It is also a summer fishing market,which has 2,282 Marine fishing vessels,with professional and part-time personnel engaged in Marine fishing and mudflat aquaculture being up to 25,000.As the department which is in charge of Yancheng fishery activities,Yancheng fishery administration is not only the law enforcer during the fishing season,but also the service provider for fishermen during the fishing season.With the decrease of Marine fishing benefits and the improvement of fishermen’s knowledge and vision,fishermen ask for higher requirements for public services of Yancheng fishery administration and fishermen.At present,deepening the reform of administrative system and transforming government functions have become the main direction of China’s political system reform.The level of public service capacity is often one of the important criteria for the evaluation of the administrative capacity of government departments and whether they can effectively perform their duties.In order to implement the concept of service-oriented government in China,the Yancheng fishery administration should adhere to the people-oriented service concept,seize the 4-month golden time of the summer fishing moratorium to expand the supply of public services for fishermen,deepen the public services for fishermen,and improve the public services for fishermen.The summer fishing moratorium is the golden period and window period for breeding seedlings and conserving fishery resources,and it is also the golden period and window period for providing public services for fishermen.During summer fishing moratorium,Yancheng fishery administration not only supervises fishermen,but also serves them well.This article takes Yancheng fishing as the research object,fishermen’s public service as the research content and the moratorium fishing moratorium as the emphasis,by adopting the combination of theoretical research and applied research methods,using the theory of new public service and the theory of new public service and service-oriented government,to analyze the public service for fishermen in Yancheng during the current summer fishing moratorium and point out that there are still some problems in the public service for fishermen,such as the emphasis on supervision and the neglect of service,the single main body of public service supply of fishermen,and the imperfect function of the fishing port construction in some districts and counties.Starting from the shortcomings and problems of Yancheng fishery administration in the public service of fishermen during the Summer fishing moratorium,basing on making full use of the fishery administration management experience of Japan,Norway and other developed fishery countries and the characteristic management methods of Guangdong,Hainan and other large Marine provinces and combining the characteristics of the fishing season in summer and the actual demand of fishermen,this paper puts forward some countermeasures to improve the public service of Yancheng fishery administration for fishermen during the summer fishing moratorium from the aspects of establishing a diversified service supply mode,constructing a supply system,deepening the current public service of fishermen and strengthening the law enforcement of fishery administration teams so as to promote Yancheng fishery administration to improve the public services abilities for fishermen during the fishing moratorium under the background of deepening the reform of government institutions and the transforming government function and further enrich the public service theory and practical application of the service-oriented government theory research achievements,and at the same time,provide some references for the government to formulate and improve the public service policy for fishermen.
