In recent years,under the pressure of internal and external environment,the phenomenon of cultivated land non-grain conversion has aroused widespread concern.On one hand,it threatens the national food security.On the other hand,the moderate cultivated land non-grain conversion,especially in metropolitan suburbs,promotes agricultural transformation and upgrading and gives full play to agricultural functions to a certain extent.In November 2020,the State Council issued the Opinions on Preventing the Cultivated Land Non-grain Conversion and Stabilizing Food Production,which officially started the management of cultivated land non-grain conversion.However,the lack of theoretical research and practical experience led to many practical problems.By combing the domestic and foreign research on cultivated land protection system,cultivated land multi-function and cultivated land non-grain conversion,from the perspective of space governance,this study focuses on metropolitan suburban cultivated land non-grain conversion problem.For cultivated land non-grain conversion,this study establishes the theoretical basis and constructs the research analysis framework.Taking Dongguan city water function area as the study area,this study analyzes the temporal and spatial evolution,explores the driving mechanism,and puts forward the management path,which provides reference for the real cultivated land management.The results show that:(1)for cultivated land non-grain conversion,this study clearly defines its definition,differentiates the similarities and differences between similar concepts,objectively analyzes the impact and effect,and formulates the classification system according to the damage degree of cultivated land quality caused by different cultivated land non-grain conversion behaviors.On this basis,the research analysis framework of describing problem,analyzing problem and solving problem is constructed.(2)Based on land use data and survey and interview,the non-grain cultivated land information is extracted.From 2010 to 2020,the non-grain cultivated land rate is stable at about 65%,of which the slight damage type accounted for 60-70%.Cultivated land non-grain conversion occurred in five towns,among which,slight damage and progressive damage types are the most distributed in Machong Town,and serious damage type is the most distributed in Daojiao Town.Using landscape pattern index analysis method,it is found that the fragmentation degree of non-grain parcels increases sharply,the agglomeration degree decreases slightly,and the complexity degree of non-grain parcels increases.Based on Moran’I index,the clustering phenomenon of cultivated land non-grain conversion is analyzed.The serious damage type presents an overall agglomeration distribution from 2010 to 2020,and the slight damage type presents an overall agglomeration distribution from 2010 to 2015.(3)From two perspectives,starting from the behavior agents and land use,the driving mechanism of the interaction between "human-human" and "human-land" on the cultivated land non-grain conversion is explored.Using the three-party dynamic game model,this study analyzes the game process between the central government,local government and farmers,and reveals the management driving mechanism of farmers’ decision of planting grain and not planting grain.Multiple Logistic regression analysis method is used to analyze the driving mechanism of land parcel scale nature,location,system and other factors on cultivated land non-grain conversion.(4)In view of the game psychology of behavior agents,Williamson’s four-level institutional analysis framework is used for reference and integrated into the theoretical analysis framework of "institutional environment-policy tools-resource utilization",so as to design the governance system of cultivated land non-grain conversion and coordinate the interests of various agents.In view of the influencing factors of land use,combining with the current experience model of natural resource management,the spatial control should be strengthened,and the "monitoring-evaluation-warning-regulation" cultivated land non-grain conversion link should be formulated to promote its implementation.
