Research On The Problem Of Farmland Protection In Heilongjiang Provinc

Cultivated land has been a basic material resource for human survival since ancient times,and it is also an important strategic resource in the process of national development.It is a basic national policy to protect the red line of cultivated land of 1.8 billion mu.However,due to increasing population,urbanization,accelerating industrialization,rapid economic development,adjustment of agricultural structure and other factors to the continuous influence of cultivated land resource,it will inevitably cause damage to our cultivated land.Therefore,in order to realize the sustainable development of human and nature,it is imperative to protect cultivated land.Heilongjiang province is a big grain province in our country and has a unique advantage,fertile black land,including black soil cultivated land resource is more known as the"Giant panda" cultivated land.Protection of cultivated land in Heilongjiang province is beneficial to agricultural and economic development,and has an important significance for safeguarding the national food security.This paper defines the concepts of cultivated land,cultivated land protection and food security,expounds the significance of strengthening cultivated land protection in Heilongjiang Province and studies the status quo of cultivated land protection in Heilongjiang Province according to the basic theories of sustainable development theory and multi-center governance theory.In this way,it summarizes the problems and causes in the process of cultivated land protection in Heilongjiang Province,such as the overall quality of cultivated land is still declining,the planning of cultivated land utilization and protection is insufficient,illegal occupation exists to a certain extent,the compensation measures of cultivated land protection are unreasonable,the manpower and infrastructure of cultivated land protection are relatively short.The author thinks that we should improve the relevant laws and regulations,strengthen the enforcement of cultivated land protection,increase the related investment of cultivated land protection and so on,combined with the actual situation of cultivated land protection in Heilongjiang Province,put forward the corresponding countermeasures and suggestions for its development.
