| Cultivated land is a valuable resource and basic condition for human survival and development,which is directly related to national food security.With the acceleration of urbanization,the quantity and quality of cultivated land in China are declining,a large number of cultivated land is occupied,the tension of cultivated land resources is deepened,and the grain output is threatened.In view of the current situation of cultivated land,China has implemented the strictest cultivated land protection system and the balance system of cultivated land occupation and compensation,which has alleviated the pressure of cultivated land to a certain extent.However,in the actual implementation process,various protection measures are not integrated,the effect of cultivated land protection is not obvious,and the effect of cultivated land occupation and compensation balance management in some areas is not obvious.Therefore,in order to further explore the differentiated cultivated land protection measures in this type of region,it is urgent to study the current situation of regional cultivated land resources,cultivated land change characteristics and driving mechanism,and improve the regional cultivated land occupation and compensation balance mechanism,so as to better guide the regional cultivated land protection.Taking Hancheng City as an example,using GIS spatial analysis method,Delphi method,analytic hierarchy process,SDE,cultivated land quality center of gravity migration model and cultivated land pressure model,this paper studies the temporal and spatial change characteristics of cultivated land,the change of cultivated land resources,the tension of cultivated land resources and the balance mechanism of cultivated land occupation and compensation in Hancheng City in recent 10 years,so as to improve the balance model of cultivated land occupation and compensation.The main research results are as follows:(1)Urbanization construction,agricultural industrial structure adjustment and natural geographical conditions have a significant impact on the change characteristics of cultivated land quantity and quality.From 2009 to 2018,the number of cultivated land in the study area showed a downward trend,and the reduced area was mainly converted to garden land,forest land and construction land.The cultivated land was mainly distributed along the eastern Yellow River in space;The overall quality of cultivated land has increased,and the center of gravity of cultivated land quality has shifted to the southeast,with a spatial distribution of medium high medium from southwest to northeast.(2)The change of cultivated land resources is obviously related to urbanization and basic natural conditions.From 2009 to 2018,the reduced cultivated land in the study area was mainly located in Jincheng Street and Xincheng street in the central area of urban construction,and the quality of cultivated land was general;The new cultivated land is less than the reduced cultivated land,which is mainly located along the Yellow River in the southeast of the study area,and the quality of cultivated land is better than the reduced cultivated land.(3)The cultivated land resources in the study area are becoming increasingly tense.From2009 to 2018,the K value of cultivated land pressure index in the study area increased year by year and were greater than 1.The minimum per capita cultivated land area increased,the actual per capita cultivated land area and food self-sufficiency capacity continued to decline,and the cultivated land stock was difficult to meet the construction and food needs.(4)The cultivated land occupation and compensation in the study area is unbalanced,and the cultivated land occupation is serious.At present,Hancheng has no reserve resource stock of cultivated land,which mainly depends on cross provincial supplementary cultivated land indicators,and the total balance of cultivated land in the county is unsustainable.(5)The marketization of cultivated land occupation and compensation balance is conducive to promoting cultivated land protection.Introduce a third-party platform,establish a comprehensive information platform for the balance of cultivated land occupation and compensation,and participate in multiple parties to achieve the purpose of co construction and co governance,and improve the scientificity and rationality of relevant measures for cultivated land protection. |
