Current Situation And Recommendations For Administration Of Quality In Animal Bioproducts Of China

Enhancing the quality supervision of animal biological products (QSABP), controlling and improving products quality would be very significant to prevent animal disease, guarantee animal husbandry developing smoothly and keep human health. This article analyzed the current situation about quality supervision of animal biological products in the aspects of regulation system, supervision system and controlling measures, and so on. The following notes list some problems:First, there are some disadvantages in the system of QSABP such as the shortage of special surveillance organization and staff, weakness of regulation implementing. Second, some regulations can not be implemented in the order because the regulation system has still not been completed. Third, it lacks of rationalities in establishing some professional technical organizations. At the same time, there are some problems in work system. Fourth, the technical standards are managed by several departments, and the contents are crossing. Moreover, it has two different standards between domestic and oversea area. Fifth, there are some blind areas in the supervision and inspection so that technical supervision can not be carried out adequately. Sixth, the management systems for approval are not consummate and still in the stage of formalism, in particular for enterprises, which are short of measures to be supervised and inspected efficiently. Seventh, registrations and approvals for imported products demanded very low. Meanwhile, supervision and administration of imported products is out of control.On the basis of the above problems, there are some relative recommendations as following: To establish the veterinary drug organization for supervision and administration; To enforce function for supervision of veterinary drugs; to quicken the revision of the New Regulations on Administration of Veterinary Drugs including relative rules; To implement recall system for the products with some problems; To establish self-governed center of Veterinary Drug Evaluation for Approval; To modify the special evaluating instead of Committee of Veterinary Drug Evaluation for Approval; To integrate the quality standard inside and outside of China; To increase spot test and working efficiency. The management system for approval and supervisions of GMP should be combined, and the management system of HACCP should be used to enhance the routine supervisions in the enterprises; To strengthen the managements of registrations and approvals for imported products and supervise the quality of imported products using different measures.
