also increase accordingly.The water area of Shanghai Port is located in the middle of China coastline.The main north-south route and the main east-west route on my country’s sea meet in this water area.The geographical advantage is very obvious.It is integrated in the Yangtze River Economic Belt,the Yangtze River Delta region,and China(Shanghai)In the process of advancing the national strategy of the Lingang New Area of the Pilot Trade Zone,and in the process of the construction of the Shanghai International Shipping Center,higher requirements have been put forward for the water safety situation.Maritime search and rescue is the last action to ensure the safety of life and property after an emergency at sea occurs.The corresponding mechanism is continuously improved and optimized to promote the smooth development of maritime search and rescue operations,which is of very positive significance.The occurrence of various emergencies in the sea area of Shanghai has caused a certain degree of adverse effects on the local economic development and construction of Shanghai and the influence of the city.In order to effectively respond to emergencies at sea,the Shanghai Maritime Search and Rescue Center has formed a preliminary stage.The operating mechanism of the company has also continuously achieved new results in the construction of various search and rescue capabilities such as talent team,basic equipment,and cutting-edge technology.With the continuous development of the shipping industry and Shanghai Port,the flow of ships,ship density,dangerous goods,passenger traffic,etc.have shown a continuous increase in the Shanghai waters.In order to be able to adapt to the new development situation and better serve the local economy in accordance with the national strategy,it is necessary to analyze and summarize the problems existing in Shanghai’s maritime search and rescue emergency mechanism,and propose targeted optimization countermeasures,so that the maritime search and rescue industry can develop high-quality and healthy.In this paper,the Shanghai maritime search and rescue emergency mechanism is the research object.In the process of research,it is found that in order to better carry out the Shanghai maritime search and rescue work,or for the weak links in the search and rescue work,Shanghai maritime search and rescue has established some emergency mechanisms.However,these mechanisms have not been systematically sorted out,and to a certain extent,they lack rationality and systematisms.Therefore,this article applies the life cycle theory in crisis management to divide the development process of marine emergencies into potential periods,emergencies,and continuous periods.According to the life cycle of marine emergencies,the 4R theory of crisis management is applied in the four stages of period and recovery period.According to the characteristics of different stages and the main content of response work,the working mechanism of marine emergencies is divided into four correspondingly.Three modules,namely prevention and emergency preparedness mechanism,monitoring and early warning mechanism,emergency response and rescue mechanism,recovery and reconstruction mechanism.In the prevention and emergency preparedness mechanism,it focuses on the three aspects of maritime search and rescue legal protection,maritime search and rescue technical equipment,and volunteer teams.In the monitoring and early warning mechanism,it focuses on early warning information transmission and early warning information audience groups.In the emergency response and rescue mechanism It focuses on three aspects of maritime search and rescue emergency command,maritime search and rescue area linkage,and social rescue assistance.In the recovery and reconstruction mechanism,it focuses on navigation order and personnel psychology,and conducts in-depth analysis through statistical analysis and sampling surveys.After solving the problems,we analyzed and reflected the application of emergency response mechanism in Shanghai maritime search and rescue operations through typical cases that occurred in Shanghai waters.Finally,we proposed to build a legal environment and strengthen the application research of advanced technology in maritime search and rescue.Strengthen the construction of volunteers,improve the monitoring and early warning mechanism to achieve seamless connection between monitoring and early warning,establish a precise marine meteorological monitoring and early warning system,improve the integrated emergency command platform for maritime search and rescue,optimize regional cooperation and linkage mechanisms,deepen the maritime search and rescue rewards and compensation,and establish sunken ships Optimized countermeasures in ten aspects of the compulsory salvage mechanism and the psychological comfort mechanism of rescued personnel,in order to continuously improve and optimize the Shanghai maritime search and rescue emergency mechanism,improve the systematization and scientific level of the Shanghai maritime search and rescue emergency mechanism,so as to promote the efficiency and effectiveness of the maritime search and rescue work Improvement.
