| The parallel system of position and rank for civil servants is a significant progress in the modern governance system reform in China.In recent years,China has faced continuous new challenges,particularly the outbreak of COVID-19 in 2020,which has raised higher demands for improving government public management level.The purpose of this paper is to summarize the experience and lessons learned from the development of the civil servant system by reviewing the evolution of the civil servant system in China,combined with the achievements and problems of the parallel system of position and rank.This paper argues that the parallel system has created a new promotion channel,which offers more opportunities for civil servants to advance their career,especially for those at grass-roots levels.Additionally,increasing levels and ranks can help mitigate career fatigue,increase job satisfaction,and stimulate the initiative of civil servants.Taking the D Maritime Administration as a case study,this article explores how to enhance job satisfaction,promote initiatives,and improve the parallel system on the basis of fairness theory and field research.The research found several problems in the implementation of the system,including the irrational use of position ranks,low recognition of fairness of staff regarding promotion,inadequate incentives for promotion,insufficient credibility of promotion and annual assessment results,persistent promotion limitations,and poor policy operability.These issues are mainly attributed to the lack of scientific planning in the use of rank numbers,insufficient information disclosure,lack of incentives for multi-dimensional treatment improvement,inaccurate performance evaluations,inadequate support for grass-roots civil servants,insufficient financial protection,and an imperfect implementation system.Therefore,this paper provides corresponding optimization strategies for the implementation of the parallel system,including scientific planning for balancing rank and number,strengthening information disclosure,maximizing the incentive effect of the system,establishing a sound evaluation mechanism,enhancing support for grass-roots civil servants,ensuring financial stability,and improving policy operability. |
