Study On The Problems Of E-government Construction Of Tianjin Maritime Safety Administration

With the development of modern information technology,e-government has become an important way for government to improve service level and administrative efficiency.The maritime department performs the public administration and service functions of water traffic safety administration,ship inspection,crew administration,ship pollution prevention and navigation guarantee on behalf of the government,and is in charge of water traffic safety in China.The construction of maritime e-government,is of great significance for deepening the system reform,serving the “four transportations”,helping the “transportation power”,making the construction of maritime “revolution,normalization and modernization” develop in depth,realizing the transformation and upgrading of maritime system government service,and promoting the international status of China’s maritime affairs.Tianjin Maritime Safety Administration takes the construction of e-government as an important part of “service-oriented government” construction,constantly improve the level of government services and optimize the environment of government services.Based on the practice of maritime affairs,this paper summarizes the current situation of e-government construction of Tianjin Maritime Safety Administration by the methods of literature research,case analysis and questionnaire survey.There are some problems in the e-government construction of Tianjin Maritime Safety Administration,such as the top-level design is not systematic,the platform construction is not comprehensive,the standard system is not unified,the talent team is not echelon,and the information security is not guaranteed.This paper analyzes the causes of the problems and on the basis of the practical experience of e-government construction of maritime administration at home and abroad,countermeasures and suggestions for accelerating the e-government construction of Tianjin Maritime Safety Administration are put forward.The first is to make overall planning and define the construction standards of e-government;the second is to promote the construction of maritime integrated information platform under the guidance of science and technology;the third is to give priority to services and consummate the service functions of e-government platform;the fourth is to revitalize the administration with talents,improve the system of personnel training;the fifth is to implement the construction of security system and mechanism.Through the study on the e-government construction of Tianjin Maritime Safety Administration,it is helpful to improve the administration level and service level of Tianjin Maritime Safety Administration,and it plays a positive role in accelerating the construction of "smart maritime".At the same time,it has certain reference significance for enriching the theory of e-government construction of maritime system,improving the system of e-government construction of maritime system,exploring the road of e-government construction of maritime system,and providing theoretical support for the construction of e-government for other maritime administrations.
