Problems And Reform Strategies Of Maritime Administration In Shenzhen

Development of China’s economy and the progress of modernization make the shipping industry playing an increasingly prominent role.The Party and the Republic gradually realize that the development of marine resources is a good driving force to extend the economic industry.To build a powerful marine country,a series of important strategic measures are needed.The importance of transportation and shipping has been raised to a new level,and maritime administration is an important part of shipping and transportation.With the development and application of the new public management theory,the traditional concept of government management is also facing changes.The goal of modernization of state governance capacity and level is put forward.Under such a background,the state gradually attaches importance to maritime administration,which accompanies the shipping industry is facing new opportunities and challenges.Therefore,maritime administration also needs to face the requirements of social and economic development to carry out corresponding changes,and need to explore new problems that restrict maritime development.Shenzhen is located in the forefront of reform and opening up in China,with a decisive regional advantage.The Ninth Session of the Sixth Session of the Shenzhen Municipal Committee clearly put forward that we should take the lead in building the pioneer socialist modernization zone,strive to build a global benchmark city,and build a 21 st century Maritime Silk Road hub port and a Global Ocean Center city.As one of the main bodies of Shenzhen’s maritime administrative forces,maritime administration possesses three advantages: regional advantage,resource advantage and policy advantage.It also possesses the preconditions of taking the lead in reforming,providing samples and taking the first step.Under the background of the national strategy of marine power,guided by the theory of multi-governance and service-oriented government,and based on the goal of building Shenzhen as a "global Ocean Center city" and "21st century Maritime Silk Road hub port",this paper takes Shenzhen’s maritime administration as the main research object,and tries to analyze the existing problems of Shenzhen’s maritime administration by studying its historical evolution and current situation.Through comparative analysis of foreign advanced maritime management modes,this paper comprehensively analyses the objectives,principles and general ideas of the reform,hoping to provide some new ideas and methods for China’s maritime administrative reform.
