| Construction of a service-oriented government is China’s national strategy to keep pace with the times.Due to the rapid development of information technology,services provided by the governments are becoming scientific and diversified increasingly.During the “Thirteenth Five-Year Plan” period,governed by “Revolutionisation,Regularization and Modernization” of maritime affairs,fruitful results have been achieved in terms of service-oriented maritime construction by Qinhuangdao Maritime Safety Administration,by taking the initiative to serve the overall development to ensure maritime traffic safety.Meanwhile,several problems have been exposed.How to further improve the level of service-oriented maritime construction and better play the role of summer maritime security work as the forefront has become an urgent issue to solve for Qinhuangdao Maritime Safety Administration.Taking the service-oriented maritime construction of Qinhuangdao Maritime Safety Administration as the research object,this thesis adopts the methods of literature study,comparative analysis and field investigation to analyze the relevant research status at home and abroad,in order to determine the research direction and theoretical basis.Based on the actual situation and real-world data of Qinhuangdao Maritime Safety Administration’s service-oriented maritime construction,this thesis studies the current situation of Qinhuangdao Maritime Safety Administration’s service-oriented maritime construction and analyzes to find out the main problems and bottlenecks encountered,with the help of new public management theory,new public service theory and digital governance theory.There exist five problems,i.e.the prominent supervision risk of new types of marine business,the lag in the development strategy of maritime informatization,the insufficient support of maritime informatization equipment,the shortage of professional and technical personnel in information technology,and the lack of feedback information on maritime service evaluation.The reasons for the problems are analyzed accordingly,namely,the imperfect supervision system for new types of marine business,the lack of overall planning for the development of maritime informatization,the weak infrastructure of maritime informatization,the imperfect training system for professional personnel,and the “pointless formalities” of the service feedback system.The service-oriented maritime construction path for Qinhuangdao Maritime Safety Administration in the information age is put forward.This thesis proposes that five measures should be taken to comprehensively improve the maritime service level of Qinhuangdao Maritime Safety Administration,by establishing a new type of marine business supervision system,establishing a scientific and long-term overall planning,strengthening the construction of maritime infrastructure,improving the maritime personnel training system and the service feedback system.By doing so,the maritime services of Qinhuangdao Maritime Safety Administration will be comprehensively improved,in order to better serve the public and contribute to the social and economic development. |
