Research On The Application Of Satellite Information Sources For Maritime Administration In VTS Centers

Recent years, the construction of VTS systems plays important roles in improving the efficiency of maritime traffic, securing the maritime safety of life and property, keeping good navigation environment and sequence, protecting the maritime environments, etc. Nevertheless, VTS systems still have the defections, such as the poor gathering ability of long distance goals, the lack of effective administration methods for fish trawlers, the insufficiency of information analysis method and standard, etc.Thereby, Shandong MSA launched a satellite information resource access attempts in Weihai VTS center in order to deal with the limitations of coverage distance of VTS administration system. Based on that, this thesis carries out a research of the applications of satellite information for maritime administration in VTS centers by analyzing the satellite information sources such as satellite AIS, LRIT system, BeiDou Navigation Satellite System, etc. This thesis explores the way to access the satellite information resource in VTS center by analyzing the principle characteristics of satellite information resources and access technologies. Combining navigation safety index map, traffic analysis, remote track playback, search and rescue drift calculations, electronic police and other specific functions achieved, this thesis also research the application of satellite information resources in VTS maritime administration center, and also in navigation scheduling information system, joint actions of search and rescue, grid management, maritime public service platform, and modernization of maritime regulatory system.By the research of the applications of satellite information for maritime administration in VTS centers, long distance monitoring and tracking of vessels around the VTS center water area are achieved with the help of satellite information sources, which can enhance maritime national defence and secure, improve the maritime search and rescue ability, provide the information support for the investigation of illegal discharge, oil spill accident and traffic accident, and offer data application judgement reference for maritime administration department, other governmental and profession departments.
