| The power industry is related to the national economy development and people’s livelihood.With the transformation of government functions,the regulatory concept has shifted from control to service,and the government supervision adjustment of electricity power supply industry has also begun.Especially recent years,as the optimization of business environment and service of aspiration of the people to live a better life,the electricity supply services become more and more important.Only when the government strengthens the supervision in accordance with the relevant laws and regulations and relevant provisions,can we maintain better order of electricity supply service,guarantee the legitimate rights and interests of power users and finally ensure safe,reliable and stable operation of power system.The article will focus on the research of government regulation of power supply service in Jinan.With the continuous development of power regulatory reform,as the capital of Shandong Province,Jinan’ s government regulatory of power supply service has made some achievements,however,there are still many problems.It’s compulsory to face up to the problems and take active measures to solve them,improve the government supervision system of power supply service and promote the further development of the power industry.Solving the problem is also demanded to form a good business environment and promote the sustainable and sound development of regional economy and society.In the regulatory process,it requires not only close cooperation between the government and the power companies but also more detailed reforms and improvements.This article analyses the government supervision of electrical power supply service in Jinan with the case analysis,semi-structured interviews and other methods,using the theory of new public service,government regulation and so on.It affirms the achievements of government supervision work of electrical power supply service in Jinan and explains the situation and reasons of some problems,such as the lack of publicizing and implementation and the deficiencies of regulatory standards.From the perspective of giving full play to the role of government coordinator,this paper puts forward some countermeasures and suggestions in order to improve the government supervision of power supply service,clarifies the supervision function,emphasizes the improvement of supervision laws and norms,establishes a scientific and efficient supervision evaluation mechanism,and strictly carries out the implementation. |
