Research On The Countermeasures For Over-limit And Overload Transportation Of Highway Freight Vehicles In Jiangxi Province

Jiangxi Province is located in the middle of China,with close freight traffic with the Yangtze River Delta,the Pearl River Delta and the southwest region,and is a typical channel province.Overload caused by various reasons seriously damage roads and Bridges and other transportation infrastructure,at the same times,it harm to transportation safety,people’s life and health and property safety.Relevant data show that traffic safety accidents caused by over-limit and overloading are as high as70%.Since the 1980 s,China has took measures to over-limit and overloading management,but the effect is not very significant.How to completely solve the problem of over-limit and overload and carry out the long-term and effective management of over-limit and overload is an urgent problem that Jiangxi Province needs to pay attention to and solve.Based on the basic concept of over-limit and overloading in this paper,and the differences,similarities and hazards of over-limit and overloaded transportation are discussed.Then,from the perspective of interests,the causes of overload transportation,the measures taken by relevant management departments for overload management was analyzed,it focuses on the analysis of the root causes of the problems,market supervision and administrative supervision.and the problems which existing in the governance of overrun and overload in the joint law enforcement information sharing of various administrative departments.Finally,based on the analysis of the domestic and foreign overload control,summarizes the advanced,efficient cure method and experience,so as to put forward to overload control in addition to traffic department punished the overload behavior,can also take other auxiliary measures at the same time,such as strengthen law enforcement,supervise the freight source,supervise the law enforcement process,in order to regulate the freight market effectively and establish a multi-departmental collaboration and cooperation platform for scientific and technological overload control to deal with over-limit and over-load.This paper systematically sorts out the governance theory of road overload and over-limit,and from the actual point of view,puts forward specific suggestions on the source governance,road governance and information system construction.
