| Transportation is the driving force of national economic and social development.Comprehensive administrative law enforcement of transportation is a concrete manifestation of the organization and management of the administrative authorities in the transportation business,the specific operation of administrative power in the transportation field,and an important guarantee for the efficient and safe development of the transportation industry.In 2018,the General Office of the CPC Central Committee and the General Office of the State Council issued the "Guiding Opinions on Deepening Comprehensive Administrative Law Enforcement Reform in Transportation".In 2021,the Ministry of Transport proposed "to achieve standardized and long-term governance of transportation administrative law enforcement".In 2022,the General Office of the Ministry of Transport issued the "Essentials of Transportation Legal System Work in2022",which once again emphasized the need to establish and improve the long-term mechanism of law enforcement team and continuously improve the capacity and level of law enforcement team.With the continuous advancement of the reform of comprehensive administrative law enforcement in transportation,the comprehensive administrative law enforcement in expressway transportation in Inner Mongolia Autonomous Region has entered a new stage of building an efficient system,promoting standardized and long-term governance,and enhancing ability.However,at this stage,there are still phenomena such as slow process of comprehensive administrative law enforcement reform,poor fluency of law enforcement,low quality of law enforcement team as a whole,and difficulty in maintaining the effectiveness of law enforcement.The development of corresponding solutions to promote comprehensive administrative law enforcement of transportation is the people’s need for a better life,the focus of the state to promote comprehensive administrative law enforcement,and an important means to solve the problems of multiple law enforcement,low effectiveness and poor recognition in the field of comprehensive administrative law enforcement of transportation.This thesis takes the comprehensive administrative law enforcement of Inner Mongolia expressway transportation as the research object,and the General Administration of Transport and Communications Law Enforcement of Inner Mongolia Autonomous Region as the research sample.Through literature research method,field research method and inductive analysis method,the research background and the current situation of domestic and foreign research are reviewed,the current situation of comprehensive administrative law enforcement of Inner Mongolia expressway transportation is investigated and organized,the problems and causes of the problems are analyzed and summarized.Finally,based on the new public service theory and collaborative governance theory,combined with the actual work of comprehensive administrative law enforcement of Inner Mongolia highway transportation,specific and feasible effective measures are proposed in five aspects,such as promoting the improvement and application of laws and regulations,building an efficient operation mechanism system,strengthening the construction of law enforcement agencies and teams,optimizing the allocation of law enforcement resources,and creating a good social environment for law enforcement.It provides certain reference and reference for further enriching the theoretical research of comprehensive administrative law enforcement and promoting comprehensive administrative law enforcement of Inner Mongolia highway transportation. |
