Study On Performance Evaluation Of Urban Rail Transit PPP Projects

After the reform and opening up,China began to explore the pilot PPP model in the construction of public facilities.In 2014,China formally proposed and vigorously promoted PPP projects,especially in the field of transportation,a large number of PPP projects emerged.However,the investment in the early stage of urban rail transit project construction is huge,there are a large number of participants in the implementation process,the relationship between them is complicated,the medium-term operating cost is high,and the project benefit return time is too long.Therefore,a reasonable and effective evaluation of urban rail transit PPP project is carried out.It is an urgent problem to make the project achieve the maximum expected output and benefit in the whole life cycle.At present,many PPP projects have completed the construction period and gradually entered the operation period.With the arrival of the operation period,PPP projects have entered the era of performance management.However,most PPP projects have some problems,such as lack of systematic performance evaluation system,lack of operability of performance evaluation methods and the content of performance evaluation becoming mere formality.In March 2020,the Ministry of Finance adopted the Performance Management Guidelines for Public-Private Partnership(PPP)Projects(hereinafter referred to as the “Performance Guidelines”).Although this document indicates an important direction for the performance management of PPP projects in the whole life cycle,there are many types of PPP projects and many evaluation index factors involved in performance evaluation.In addition,the existing evaluation methods only adopt the assessment methods of engineering projects,so it is necessary to formulate detailed attainable,quantifiable and evaluable indicators based on industry standards.Under the new situation of the implementation of performance guidance system,this paper takes the performance evaluation index system of urban rail transit PPP projects as the research object.First of all,the urban rail transit PPP project and its performance evaluation related content are sorted out.Then,from the perspective of the project implementation agency,based on the full life cycle of the project,relying on the prevailing standards of performance guidance,through a large number of literature studies,case studies and policy documents interpretation,summary and definition of relevant concepts,the performance evaluation index set of urban rail transit PPP projects is preliminarily determined.Through expert interview and questionnaire survey,the performance evaluation index set is analyzed,supplemented,modified and sorted out organically,and finally the performance evaluation index system of urban rail transit PPP project is established.Among them,the performance evaluation index system in the construction period focuses on three first-level indicators,namely output,effect and management,constructs 15 second-level indicators and 28 third-level indicators,and sets an extra point.The performance evaluation index system of operation period consists of16 second-level indexes and 32 third-level indexes,centering on three first-level indexes:output,effect and management.The performance evaluation index system of the transition period is constructed around two first-level indicators,output and effect,and four second-level indicators and seven third-level indicators.Then,ahp is used to analyze and determine the weights of indicators at all levels in the performance evaluation index system of URBAN rail transit PPP projects.Finally,the first phase project of urban rail transit Line 2 in T city is taken as a case to verify the feasibility of the performance evaluation index system established in this paper,and from this,specific management strategies are given for the performance improvement and promotion of similar projects.This paper has a good practical significance for the study of urban rail transit PPP project performance evaluation: on the one hand,it can enrich,quantify and refine the urban rail transit PPP performance evaluation index system;On the other hand,it provides practical basis for the concrete implementation of urban rail transit PPP project performance evaluation.
