A Study On The Construction Of Government Office Of County In Zhejiang Province In The Qing Dynasty

As the place where the officials administer civilians,the government offices are endowed with the significant meaning by scholar-bureaucrats of successive dynasties,and are even connected to rise and decline of a region.Since Song and Yuan Dynasties,generally,local chronicles have the chapters which recorded the history of the government office.However,we can usually see the records that government offices were in bad repair from the ancients’ articles.The bureaucrats seemed that they wasn’t interested in repairing the government office.At that moment,there were a proverb saying that official didn’t repair the government office and customer didn’t repair the inn.Now that the government offices was endowed with the significant meaning,the appearance of government offices in bad repair is unreasonable.In fact,it was the normalcy at that time.Consequently,this article takes the county governments in Zhejiang Province as the research object and researches the construction of Zhejiang government office,which relies on the local chronicles.First of all,I will describe the local county government structure in Zhejiang and analyze its characteristics.In addition to describing most of the familiar government facilities,a more detailed description was also provided on some of the previously overlooked facilities such as Longtingku and Yinbinguan.secondly,by studying the textual materials related to the construction of government offices in local chronicles,this paper discusses the frequency,participants,and funding sources of government office construction in various counties in Zhejiang,and analyzes the impact of these factors on government office construction from four aspects: economy,politics,disasters,and feng shui.These factors have played a hindering role in the development of government office construction.The most important thing is to analyze the concept of "officials do not repair government offices",and Combines with specific examples,it can be seen that this concept existed at least in the Song Dynasty.In addition,the views of the people in Qing Dynasty on this issue are also the focus of this article.Through reading the relevant writings of the Qing Dynasty,it can be seen that although there are some accounts of dissatisfaction with the phenomenon of long-term failure to repair government offices,the concept of "officials not repairing government offices" is deeply rooted and remains the mainstream ideology of bureaucrats due to various reasons...
