At present,China's economic and social development has entered a new era.The country's soft and hard power is increasing day by day.The development of all walks of life cannot be separated from the use of electricity.Therefore,the development of the power industry is very important to both the country and the people.However,there are many hidden dangers in our country's power facilities.These hidden dangers seriously threaten the security and stability of the power system and cause serious damage to economic development and people's happy life.Since the country adopted the policy of "separation of government and enterprises," the power supply company has no administrative enforcement power,and many difficulties in power facilities are difficult to solve unilaterally by power companies.On the other hand,citizens' awareness of power facilities protection is not strong,and it also increases the difficulty of power facilities protection.Therefore,there is an urgent need to build a coordinated protection mechanism involving governments,power companies,and citizens in order to maintain the safe operating environment of power facilities.This paper takes Jizhou District of Tianjin as an example,based on the SFIC model in the Cooperative Governance Theory,and analyzes in depth the synergistic barriers between multiple participants in the process of power facility protection.Taking the four components of the SFIC model — starting conditions,facilitative leadership,institutional design,and collaborative process as independent variables,and using collaborative protection effect as a dependent variable to propose hypotheses at three levels — government,business,and citizen —from these three levels Design questionnaires and collect data.Through the analysis of the survey data,a multiple regression model was established.Through the analysis of the model,the hypothesis was verified,and then the key factors influencing the collaborative protection effect of power facilities at all levels were analyzed.Finally,make the suggestion of improvement of coordinated protection of power facilities.
